Design And Development Of Public Welfare Forest Geographic Information System

The public welfare forest, taking the integral and perfect ecological function as the leadership, is a forest group posessing ecological, economic, and social function. The main functions fall into the maintenance and improvement of ecological environment, protection of the ecological equilibrium, the protection of biodiversity and so on to satisfy the human society's ecological and social demands and sustainable development.The public welfare forest are forest or forest land chiefly providing public and social products or services. The public welfare forest's main goal is not to produce lumber and forest by-products, but to full display forest ecological function in order to satisfy the demands of national economy and the people's lives towards the ecological benefits.In December, 2004 Inner Mongolia Autonomous Region Remote Sensing and Geographic Information System Key Laboratory undertook Chifeng city's"digital forestry"project. In 2006, Inner Mongolian Science and Technology Department promoted"the establishment and the application of digital forestry"project as a key project."Design and development of public welfare forest geographic information system"was this project's sub- project. This paper is completed based on the research of this sub- project.Choosing Linxi County of Chifeng city as study region, this paper mainly takes forestry basic datas and public welfare forest spatial datas as the core. Through ArcGIS 9.0 series software, these datas have completed the digitization of stock-map, the acquisition, edition and analysis of the spatial data and the attribute data. By EARDAS IMAGING 8.7 and ENVI 4.0 software, the correction and projection transformation of stock-map, and the analysis and processing of image data have been finished.The system development platform makes use of Microsoft Visual Studio 2005 and ArcGIS engine to carry on three-level C/S structure development. The network promulgation platform applies WebGIS development platform of ESRI Corporation and ArcIMS, unifying IIS 6.0,J2SDK1.4.2.06,Servlet5.0 and network development language ASP.NET, JavaScript, XML and so on, to carry on the B/S structure development. The system database applies SQL the Server 2005 large-scale databases, transfered through ArcSDE, so as to realize the storage and unified management of spatial database, attribute database, text data and other data messages.The public welfare forest geographic information system mainly includes several modules: public welfare forest thematic map, public welfare forest cultivation management, public welfare forest land management, public welfare forest staff management, network information issue, compensation fund management, public welfare forest document management, statistical report form and print, etc. It also realizes following chief functions: thematic map chart, query of forest land and cultivation spatial attribute, staff information management, computation and statistics of compensation fund and network information issue, etc.
