In order to solve the problems exist in large-scale irrigation districts, since 1997, rehabilitation and water-saving improvement project which focus on water-saving has been put into practice in irrigation districts. At present, some projects have been completed, the study work of later-evaluation on large-scale water-saving improvement project appears in order to find out whether these projects achieved the anticipated goal, and they could also provide useful reference for the similar projects in the future. The author through reading large numbers of information home and abroad, combines with the improvement practice of the nine large-scale irrigation areas in GuanZhong, by the technical route of linking theory with instances analysis, the main achieves are as following:1. Dissertating the theoretical base and analysis the characteristics of later-evaluation in large-scale water-saving improvement project, putting forward the rule that the process of later-evaluation and founding the system of evaluation index should followed.2. Combing with the practice of the nine large-scale water-saving improvement project in GuanZhong Shaanxi. aimed at the goal and task of water-saving improvement project, putting forward the index system which include the process of item construction, item benefits, item management, system innovation and item sustainable, classified four sorts of second-grade indexes. 10 third-grade indexes and 60 forth-grade indexes. Thereinto, item construction process index includes two third-grade indexes, item construction management and the completed status of item construction; item benefits include five third-grade indexes, social benefits, economic benefits, water and energy saving benefits, resources benefits and benefits of new technology generalizing, and two third-grade indexes, item management and system innovation. Classifying the 10 third-grade indexes into 60 forth-grade indexes which include 41 quantitative indexes.3. By the Delphi, layer analysis and Entropy method, get three different weight of later-evaluation in large-scale irrigation district water-saving improvement project. Through comprehensive analysis. Delphi and layer analysis methods have simple process and large-scale application, but the results only obtained by experts has great subjectivity, the gist of Entropy method is the different degree between swatch data of certain index, so, the Entropy method has no subjectivity, but, this method is not perfect, sometimes the weight result and the subject desirability of the decider is contrary. For higher reliability, this paper brings forward weight comprehensive model and obtains final comprehensive weight.4. This paper enacts the four grades of the later-evaluation in large-scale irrigation water-saving improvement and the rang of each grade; studys the methods of index standardization which include qualitative index quantizing on the set-valued principium and method of quantity index dimensionless based on the efficacy coefficient method, and dealing with index standardization, applying fuzzy comprehensivegrade method to the nine large-scale water-saving improvement project in Guanzhong Shaanxi and making example evaluation, getting the final evaluation grade is second-class in this item.
