Drought was the main meteorological disasters and also was the main restrictive factor for the development of agriculture and rural economy in Shanxi province. It not only caused the low and unstable agriculture production, the difficulties for increase the farmer's income and large area of poverty, but also caused the reduction of vegetation, soil erosion, weakness of ecological environment and low ability for sustainable development. Dryland agriculture is the strategic selection and the only way for the development of agriculture and rural economy in Shanxi province. To make profound study on the development strategy of dryland agriculture in Shanxi province not only has theoretical meaning but also has higher practical value to increase the grain production ability, to enhance the strategic structure modification of agriculture and rural economy, to increase the farmer`s income and the construction of a better off society.Based on the review and summary of dryland agriculture development both at home and abroad and especially in Shanxi province, the productive potential and the limitation factors in relation to natural, scientific, economic, and social market which influences the development of dryland agriculture in Shanxi province were analyzed in this paper. According to the analysis, the guiding ideology and target for dryland agriculture development were proposed, and creatively proposed the regional program for dryland agriculture in Shanxi province. And Shanxi province could be divided into four regions, the north temperate zone helf dryland region, the center warm temperate zone helf dryland region, and the south warm temperate zone helf dryland region. Based on the analysis of the natural conditions and the main issues influencing the agriculture production in each region, it has proposed the development orientation and constructive models for each region. In addition, it has proposed the scientific scheme construction for completion of dryland agriculture including two systems, two bases and ten technologies. Two systems were the humidity and fertility on soil inspecting system, and the decision-making backing system. Two bases were the dryland agriculture technic creativing base, and the dryland agriculture technic demonstrating and extending base. Ten technologies were the technology of creating reservoir in the soil, the technology of safeguard cultivating and overcast planting, the technology of organic mechanising, the technology of collect rain water planting and collecting rain water to supplementary irrigate, the technology of dryland crop breeding, the technology of intercroping with crop, economic crop and feedstuff crop, and intercroping with crop and grass, the technology of chemic anti-drought, the technology of integrating with weeding pasturage and stalking pasturage, the technology of water saving irrigate and high efficient producting, the technology of the manufacturing of farm produce. At last, the article has put forward three recommendations concerning the key measures for dryland agricultural development in Shanxi province. The first was to unify ideology, enhance cognition, and manage drought to pull up agriculture; the second was to depend on science and technology, expedite innovtion, and increase the transform ratio of science and technology; the thrid was to constitute and prefect the encouraging policy and increase financing support of developing dryland agriculture.
