In the recent years, the flow of the water of the Dujiangyan Irrigation System from the Min River is decreasing, while the area of the irrigation is growing up and the water for life, environment and industry is increasing too, which makes the water is insufficient for the balance of supply and demand now. On the other hand, during the period of "engineering-water conservancy" converting to "resource-water conservancy", how to improve the accuracy of the distribution of water resource to realize the continuous utilization of the water resource is becoming more and more important. The paper is done in such environment.The mission of the paper is to allocate the water coming down from the Min River to the whole irrigation system through scientific methods and realizes the distribution by the canal head to gain better economy result. To finish the task, first we introduce the based information of the Dujiangyan Irrigation System and the state of the water resource, which indicate the importance, and necessity of the optimal allocation of water resource. Second we discuss the standardization of the allocation of water resource and make agriculture yield under the condition of insufficient water as the standardization of the construction of the model. After finishing the discussion to the usual methods of the distribution, we explain their shortages and exhibit our method, which is based on optimizing the number of water of every kind of...
