In order to improve forest fire emergency resource informationization management level in HuNan,dispatch efficiency and reduce the decision-making bias,to raise the overall ability to resist a major forest fire in HuNan.The establishment of forest fire emergency resource management information system in HuNan is of great practical significance.On the basis of deep investigating and researches on the status of forest fire emergency resource management and the degree of information, an informational platform for forest fire emergency resource management in Hunan province has been set up in this paper, which was based on the current mainstream of a TCP/IP and internet networking technology. In this platform, the information of forest fire emergency resource could be shared, the amount, location, and state of this resource could be checked and retrieved quickly, the forest fire emergency resource could be dispatched scientifically, and by associated with other emergence platform of government, the ability of responding to emergencies and resource support in Hunan province has also been improved. The main content and conclusion of this research is summed up as follows:(1) on the basis of analyzing forest fire protection organization and management system in Hunan province,by using software engineering techniques,MIS theory,computer technology,network technology and GIS technology, an information system for forest fire emergency resource management in Hunan province has been designed in this paper and integration of forest fire emergency resource moving scheduling subsystem was also realized in this paper.(2) The seamless integration of spatial data and attribute data for forest fire emergency resources has been realized by the use of B/S mode, basic geographic data which has stored in Oracle 9i, thematic data for Hunan's forest fire emergency resources,and ArcSDE 9 spatial data engine in this system.After the second development of this system in ArcGIS,the web publishing for graphic information of forest fires could also be conducted by use of WebGIS. The informatic of each process in the forest fire emergency resource management were achieved through a series of development process, such as the data collection of forest fire emergency resource management, emergency resource scheduling, comprehensive analysis of emergency resource data,generation and output of thematic map,information of all process.(3) The system is an important part of e-govement in Hunan Province.By using a unified technical specifications,data standards,exchanged formats, standardized emergency resource management data warehouse,and data sharing and exchanging with other emergency information platform, a"resourses integrated, emergency responsed, peacetime and wartime connected,flat disaster compatable"emergency platform was established.It helps to break the information barriers between departments,promotes information sharing among society,business,and govement, and solves "information island".(4) The system based on VPN virtual private network. The system involved a virtual private network which is based on VPN.The VPN virtual private network could send private information by means of public network and formt a logical private network.It also could create tunnel in sharing IP network of sharing by a specially desighed hardware and software,and a virtual encryption channel in the public network for forest fire prevention department by use of special network encryption and communication protocols, a safe and low-cost internal network of forest fire prevention has been set up to ensure the security of data communication.(5) For the purpose of achieving scinentific management of forest fire emergency resourse and improving the ability of resist the major forest fire in Hunan province, corresponding countermeasures in the layout and construction for forest fire emergency resource management has been put forward,which is based on the analysis of the status of forest fires emergency resource management,and the usage of GIS spatial analysis function.Emergency resource demands in Forest Fire Emergency Resource Scheduling often rely on the experience of commanding officers to determine,in the follow-up study will focus on the implementation of the forest fire emergency resources in intelligent data analysis and processing,in order to improve the accuracy of the forecasts of resource requirements.In emergency response,it realizes the further standardization and format of data,fully meets data sharing of the emergency resources.Meanwhile,the use of GIS technology to forest fire emergency resource siting,allocation,construction in all aspects is in more deeper study,in order to achieve forest fire emergency resources management more scientific and modern.
