Research On Appraisal Of Professional Qualification Of Community Health Senior Professional

With major reform and development in health services in recent years, community health services have become an important issue for the government and Chinese people. Since our economic and society have developed a lot in recent years, the original scale, functions and services of community health institutions have great changes, too. As a carrier of cultivating and improving the workers in community health service centers, qualification assessment has to adapt to the rapid changes in community health.Professional and technical positions accreditation of health institutions is the basic link of human resources management in health institutions. Scientific and reasonable qualification assessment is needed to promote and regulate the personnel appointment system, improve staff motivation, promoting the development of the health industry in the health area. Community health services is the important medical resources, and the government, social, medical reform policy have already concerned on it. To give a reasonable setting to senior professional and technical titles assessment of community health service centers will be helpful to promote community health development, to motivate the enthusiasm of the community health workers, to improve people’s recognized degrees of community service, and to ease the difficult and expensive medical treatment.With the help of the Health Bureau of Huangpu District, the human resource department of the Health Bureau of Shanghai, the HRM department of Ruijin Hospital and staffs in the four community health centers, through literature review and the analysis of the job promotion of the four Community Health Center to learn more about the appointment of the current senior technical positions in community health center. Combined with the prospects for the development of community health services, this paper is due to identify the problems of the senior professional and technical positions qualification assessment in standards and modes of the community health center, to predict the possible problems of the existing community health qualification assessment on this basis to find the relevant countermeasures and solve them. To make the qualification assessment as a platform which can promote, attract, gather the medical personnel.
