| To build a service-oriented Government, we must take people’s demands as the orientation, fully consider public actual needs, and optimize and adjust all kinds of resources on the basis of public demands, to make better service. This paper will study how infectious diseases hospitals in China, through the changes of development mode, to better response to a variety of infectious diseases diagnosis and treatment needs, and achieve one-stop public service for people. Infectious diseases hospital, as an important part of the public health system, is the front and leading part to control various types of epidemic situations of infectious diseases, respond to emergency public health events such as infectious diseases, and treat and cure infectious disease patients. As infectious diseases patients have more and more diverse service needs, traditional infectious diseases hospitals can only treat "infectious diseases" not cure "infectious diseases patients", which cannot satisfy infectious diseases patients’"comprehensive treatment" requirements. Therefore, traditional infectious diseases hospital development mode has become with obvious and serious backwards in response to new and potent infectious diseases and in meeting the needs of infectious diseases patients’diverse service needs, unable to meet public needs; it is necessary to seek for the new development mode.This paper, through the analysis and retrospect of development mode of China’s infectious diseases hospitals, analyzed the needs development of infectious diseases patients in China and "comprehensive" development mode trends. Through the analysis of holistic govemance theory and extended theory of value chains, it pointed out that infectious diseases hospital "comprehensive" development mode is a new mode be able to meet the needs of current and future patient disease preventions and controls for some time, and also to meet infectious diseases patients’"comprehensive treatment" demands. The new mode may also be the development direction of infectious diseases hospitals in future. This paper also combed China’s infectious diseases hospital development process of "comprehensive" development mode, and made some analysis and summary on Wuxi infectious diseases hospital specific operation of "comprehensive" development mode. Under the strong support of the local government, Wuxi infectious diseases hospital started its trying of "comprehensive" development mode. At the beginning of the construction project, Wuxi government was in a strict and scientific attitude toward infectious diseases hospital’s development mode, specialist settings, site selection, etc. On the basis of Wuxi local development reality, Wuxi government widely and fully listened to the opinions of experts, learnt the experiences of others and finally established the scientific development mode to meet local health needs and requirements for some time in the future planning and development. And this fully reflects the construction way of a service-oriented Government, which takes people’s demands as the orientation. From the perspective of the needs of citizens, the author thought we need to make effective use of public policy tools and public financial means, pay attention to the connotative construction of infectious diseases hospitals, and adjust measures to local conditions to promote infectious diseases hospital "comprehensive" process.
