More and more attentions have been paying to water resources scarcity among the world. Water resources should be exploited and utilized in rational way to keep the sustainable development of environment, agriculture and sociality economy. It has important significance in stabilizing and consolidating agriculture as the basis of domestic economy. As one of the large irrigation areas in china, Tanghe irrigation area has made an outstanding contribution to local economy in recent 40 years. But some problems have emerged such as water resources waste and behindhand management. An analysis was made in the paper about water resources of Tanghe irrigation area, it shows that water demand for irrigating 700,000mu agriculture land can't be met by surface water resources (mainly from Xidayang reservoir) even if in medium level year at present situation, it is only through combined, optimum management of surface water and groundwater that agriculture irrigation of Tanghe irrigation area can be guaranteed. It is practical significance for Tanghe irrigation area to realize sustainable development. On the basis of previous planning and recent data and findings of Tanghe irrigation area, analyses were made comprehensively about water supply of Xidayang reservoir and groundwater of Tanghe irrigation area. The scale of Tanghe irrigation area in the future was demonstrated considering the water use of industry and agriculture. As a main water source of Tanghe irrigation area, Xidayang reservoir burdens a task of supplying water for Baoding city and Dingqu power station. So water scarcity is severer in dry year in Tanghe irrigation area. Full- irrigation schedule and non-sufficient irrigation schedule were developed according to the management experiences and 55 scientific theory. Irrigation guarantee rate was discussed in the paper under combined management of surface water and groundwater, - some models were developed preliminary about Xidayang reservoir water supply, groundwater and agriculture water use in all different guarantee rates. The mathematical model was build between pure canal irrigation area and guarantee rate according to the theory of water equilibrium. On the basis of theoretical analysis, a software (WROMTIA) was developed which is fit for water resources optimum and analysis of Tanghe irrigation area. In the view of water resources analysis as the core, and water resources optimum management as the key, the software is consists of five functions, such as series representative analysis, water resources analysis, agriculture use analysis, irrigation guarantee rate analysis and optimum management. The model was demonstrated by the real examples, which shows the strong practicability.
