When some urgent events occurring, governor don't taking effectively emergent evacuation on the disaster region often result in traffic congestion, even traffic paralysis in large areas, which also makes the rescue work difficult and then, lead to giant personnel casualties and economic losses.In the process of emergent evacuation, the entire road net traveling capability is decided by that of intersections'. As the vehicles change direction cause vehicles movement behaviors, such as conflict, connection, and divergence, the road intersection delay is occurrences. In the process, how to solve this "the bottleneck", becomes key point in this thesis.The thesis first offers quite comprehensive analysis and summary about emergent evacuation researches in the domestic and foreign, and discovers the research insufficiency. In view of the fact that present studies on formulating disperse route were mostly not considering flow and congestion delay in the road intersection, this thesis proposes a traffic emergency evacuation model, which taking the road intersection conflict and delay into account. The proposed model considers traveling capability and expense, and transforms the stream of vehicles delays, caused by the road intersection conflict, into "the equivalent expenses" and joins them to the objective function. The model searchs minimum cost evacuation route that minimizes conflict delay cost and steer cost. A improved minimum cost flow algorithm is designed for the model and a numerical network example is given at last.
