The computer aided environmental assessment of the highway constructions based on GIS is a method that combines the computer's characteristic of fast in running and exact in calculation with the advantage of the GIS on figures management and space analysis to aid Environmental Impact Assessment (EIA) of highways. It makes EIA work intuitionistic, visual and efficient. The aim of this paper is to find a method to utilize modern technology to the domain of environmental management and impact by developing software system, analyzing the information of the highway environment, the forecasting models of Environmental impact, and the GIS, discussing the method of the computer aided environmental assessment.Highway Environmental Impact Assessment Support System (HEIASS) is composed of the files management subsystem, the data information management subsystem, the graphs and pictures management subsystem, and the environmental impact assessment subsystem. The four subsystems are interdependent and compose an organic entirety to make the information management of the highway environment systematized and standardized, and meanwhile, forecast the environmental impact of the highway constructions efficiently. Among the four subsystems, the files management subsystem provides the template of the EIA report, by which user can save time of compiling report. The data information management subsystem realized the computer management of information with the help of powerful database management functions of SQL Server 2000, which can solve problems of highway information management and update. The graphs and pictures management subsystem utilizes the powerful figures management and space analysis function of MAPGIS to realize the diversification of the highway data compilation and the result display. The environmental impact assessment subsystem utilizes the modern forecasting models of Environmental impact which fits the situation of China EIA, develops corresponding calculating programs, and makes the computer aided assessment of the highway acoustic environment come true.The analysis result of actual examples which the HEIASS has been applied to shows that the configuration and the construction of HEIASS are reasonable, results of data calculating are correct. It can not only shorten the period of the EIA work of the highway constructions, but also save the cost expense as well.
