Water is an origin of life, a material basis for human existence and social economic growth, and a principal guarantee for the sustainable development.However,with the rapid economic progress, water shortage has become one of the main factors that restrian regional economic development. Water resources system is complex with various influential factors involved. The basic requirement for decision-making is to take different aspects into consideration. The needs to provide reasonable decision-support mechanism press for better methodology with realistic information availability. The effective and efficient way to construct holistic analysis tools for assessment and decision-making support about water is to establish comprehensive platform integrated of such state-of-the-art techniques.According to the actual conditions ,this paper analyses the characteristic of water resources, present situation and existent problems of water supply and demand in Tianmu Lake. Due to the non-controlled storage Hydrometric Station, lack of direct measurement of the run-off flow, base on release of water reservoirs, evaporation, the water level and so on, through the reservoir water balance equation of anti-monthly calendar year pushed reservoir drive flow.Based on theory of system dynamics(SD) and multi-object planning(MOP), the method of water allocation base on the SD and SD-MOP Integrated Model was proposed. the author study the feasibility and superiority of the SD-MOP Integrated Model and the integration process and the building method of the model, then, take Tianmu Lake for example, using Vensim system dynamics modeling tools, establishing water resources allocation dynamics model(SD) for Tianmuhu, basing on the original model of operation and sensitivity analysis,finding the sensitive factors on the development of water resources allocation. establishing multi-object planning(MOP) using the sensitive factors and solved, According to sensitive factors optimal solution set. situation-specific design simulation running the programme, interacted with policy makers, development of a system optimization programme. Results show that: SD-MOP model is a satisfactory way of water resources .
