With the rapid development of shipping industry, quantity and tonnage of vessels are increasing steadily. More crowed traffics cause great increase of probability of maritime accidents, which leads to not only huge loss of life and wealth but also severe pollution to the environment. Therefore safety is the most important issue in the domain of marine and also, it is the ultimate requirement for all kinds of ships. As marine power plant is the center of ship, the studying on the s marine power plant is important to safer maritime.On the basis of a large number of related materials, the paper researches on the technical information system and safe management of marine power plant in depth. The main contents are as follow:1. Based on two aspects of the analysis in CCS laws and PSC,The paper summed up the ship regulations in the role of the ship power plant safety mangement.2. Based on the analysis of ships maritime accidents and marine power plant maritime accident, this paper pointed out that the cause of the accident caused. After carefully analysis of the marine power plant fault, this paper gives some measures that should been taken to improve the reliability of ship power plant.3.In order to improve the level of safety assessment for Marine Power Plant, the theory of Multi-Grade Fuzzy Comprehensive Evaluation has been introduced Based in this article. According to the principle of Multi-Grade Fuzzy Comprehensive Evaluation, This paper put forward the comprehensive safety assessment model of Marine Power Plant and its merits based on Multi-Grade Fuzzy Comprehensive Evaluation. The assessment example proves that the way is workable and right.Then the paper introduces the Emergency management Procedures and measures of Marine Power Plant.4.According to the developed actual situation of a shipping company information management system, this paper setup the system architecture, design the system function and realized plan.
