The problems concerning water resources in Guanzhong Prefecture were discussed in the paper, such as the of water shortage, the water pollution, the sedimentation, the frequent flood and waterlogging, the deterioration of eco-evironment and so on. From the viewpoint of development, the South-to-North Water Transfer projects within Shaanxi Province were put forward. The arguments about the project have been made for alternatives for South-to-North Water Transfers mainly from the aspects of economic rationality, technologic feasibility and environmental impact prevention. At last, three alternatives for routes of east, middle and west were made out. The east route project has been constructed for diverting water from the Qian-you River to the Shi-bian-yu River; the west route has been confirmed basically for diverting water from the Hong-yan River, the branch of the Bao River, to Shi-tou River. For the central section route, considering the large scale of project, more alternatives, and more difficult technologic problems, much investment, the difficult construction, so that the project is still being studied and augmented now. The alternatives for the central section route were studied and augmented, in order to realize the reasonable allocation of water resources both on time and space, the major results are as the follows:1. The necessity of water diversion was analyzed. Based on analysis of current water resources situation in Guan-zhong Prefecture, the South-to-North Water Transfer within Shaanxi Province were put forward as the primary measure from the standpoint of water saving and source exploitation.2. The alternatives of the South-to-North Water Transfers within Shaanxi Province were compared and confirmed. Through the analysis and arguments, the layout of waterdiversion lines were made considering the aspects of diversion volume, construction difficulty, investment for cubic meter of diverted water and so on, the ultimate three schemes include east, central, and west line.3. The alternatives of central line were the focus of analysis and discussion. The recommendation was screen out based on construction situation, project scale, diversion volume, degree of construction difficulty, and investment for stere water. The final recommendation is the scheme of diverting water from the Han River to the Wei River with lower water head and long diverting tunnel.4. The development assume that the diverting water use mainly for domestic in cities and towns, meanwhile for ecological requirement.
