We live in age of explosion in which changes and developments occur increasingly faster, and in which the problems caused by urban-centeredness are becoming increasingly complex. Owing to a lack of genuine understanding of the complex changes and problems in the contemporary society, people are unable to take proper actions. As a result, the ecological balance is upset, our times are out of control, the natural environment is ruined, and people's living environment has worsened. The cause of the loss of the balance necessary for maintaining a suitable human settlement is the interference in and destruction of the surrounding environment by urbanization. Therefore we have the obligation to harmonize the ecological system and human settlement and reduce the effect of human settlements on the ecological system to the lowest.First, by using the theory of sustainable development and evolving around the notions of "humanism", "placing the ecology in top priority", and "harmonizing the human beings and the nature", the thesis expounds comprehensively the constitution, characteristics and the systematic perspective of the sustainable development system of the human settlement. It reveals, by analyzing the Kuzze... curve, the relationship between the urban environment and economic development under the conditions of market economy. In the present when the market mechanism is not perfected yet in China, policy measures are required to coordinate the relationship between environmental protection and economic development, among which the most influential measures include charges on pollution discharge, regulation of property transactions, trading of pollution discharge permits and environmental control.Second,based on the view point of the "city inhabitant", and using a multilevelsystematic research method, this thesis studies the pattern of sustainable human settlements development-the ecologically-sound city. It analyses, from the view point of the urban human settlement's ecologically space, the basic forms of communities of cities. Additionally, it divides the human settlement into three parts: the human settlements, the natural ecological envkonment, and human & social envkonment, which form the basic framework of an index system for evaluating an urban human settlement. It demonstrates, by the example of the practice of Guangzhou in building a "Mountain-Water Ecologically-Sound City", that the ecologically-sound city is a desirable pattern of sustainable development of human settlements.Finally,based on the principle of combining physical forms and social forms, by adopting a combined method of qualitative analysis and quantitative analysis, and by starting from management, regulation, and control of the human settlement envkonment, natural ecological envkonment, and social and economic envkonment, and by using the indexes of envkonmental protection, economic and social development, and urban construction of some Asian metropolises like Singapore, Hong Kong and Tokyo as a reference framework, the thesis builds an index system for evaluating the sustainable development of the urban human settlement. It also works out the eight of each index by using the Delphi law and step analysis, and makes a comprehensive evaluation of the sustainable development of the urban human settlement envkonment by using the model of HSSDI. The positive evaluation of the sustainable development of the human settlement envkonment of Guangzhou reveals that it has achieved great improvement in its human settlement envkonment, but its capability of sustainable development in relation to other target cities is still inadequate, and it is in the initial stage of development.Aristotle said that in order to live and live better people live compactly in cities.
