A Preliminary Study Of Sustainable Water Resources Utilization In Chongqing

The dissertion,directed by the theory of sustainable development,based on the theory of water resources sustainable utilization,draws lessons from research achievements and practical expriences of home and abroad water resources sustainable utilization,then analyses the present water resources situation of Chongqing and makes a preliminary research on how to realize the water resources sustainable utilization in Chongqing Municipality.Sustainable development requires all the society realize sustainable development.As a basic demand to the society,water resources is very important and it must realize sustainable utilization.The dissertion argues that more consideration should taken on the society based on Ecology-economy systenrEcology-economy system is actually a higher-leveled and more complicated super system which is combined by ecologic system and social economic system.The dissertion elaborates the characteristic,structure,function and three basic conceptions about Ecology-economy system.From Ecology-economy system,the dissertion expounds implication of water resources sustainable utilization,then puts forward physical,social and technical condition of water resources sustainable utilization.The dissertion also considers that water resources sustainable utilization has characteristic of integrity,harmony,impartiality and optimumThe dissertion proposes the foundmental model of water resources sustainable utilization,that is,in the view of development of structural optimum.At present,there are so many researches and practices about water resources sustainable utilization in home and abroad.These researches and practices are all reflecting the ideas of Ecology-economy system.They consider water resources utilization is not only from economic aspect but also from aspect of possible effect on ecologic enviroment.lt should make human being harmonize with nature.During earring out water resources sustainable utilization,we should not only shift supply management to demand management and take measures to save water and improve the efficiency of water utilization,but also mobilize the enthusiasm of water usersjet them join in water resources management,that is to say,let them join in exploiting and utilization of water resources and discharging waste water.The dissertion,after introducing physical geography situation and societal economic sitiuation of Chongqing,has also analysed the basic feature of water resources in Chongqing, At present the water resources utilization in Chongqing is still in traditional phase.There are so many faults and shortcomings in water resources management system.The construction of water resources institutionsand regulations is fallen behind.The supply of water resoures has not sufficiently satisfied the demand to water resources.The condition of water quality has not radically improved.Soil losses is still serious.The incidence of flood and drought is very high.In accordance with present condition of water resources utilization in Chongqing,the dissertion argues that it should strengthen people's understanding to water resources sustainable utilization for Chongqing;reform the present water rexources management system and have a try on water affairs management system in Chongqing;make effort to construction of water resources' institutions and regulations;realize demand management,constuct save-water model society;according to actual condition,strength water utilization constrution,then realize the balance between water resources supply and demand;according to the idea of "control resources,conduct flow",control water pollution,realize sanitary generation;control soil losses and protect water enviroment;construct the system of flood control and diaster prevent.
