| As one of the controlling factors of ecological environment, water resources are basic natural resources concerning a nation's or a region's comprehensive strength, development potential, social & economic development and improvement of ecological environment. The present methods of utilizing water resources in Tangshan can not support the sustainable development of the society and economy and must be changed for the sustainable employment of water resources and the sustainable development. As the result of the shortage of water resources, severity of water pollution, the worsening of water, to some extent ,will be the most significant problem for Tangshan's sustainable development.Based on the sustainable development and systems theory, the essay introduces such new ideas as : water ownership, water market, water industry, sustainable water price, ecological employment of water and so on .studies new methods for sustainable employment of water resources, discusses the ways and steps for sustainable employment , forms a complete set of implementing measures and put forwards general ways for sustainable employment.
