Study On The Planning And Construction Of Ecological County In Fu County Shaanxi Province

China is in the upsurge of ecological construction, which had promoted activities to build ecological demonstration zones in 1995. In order to expand a greater range of ecological demonstration zones and to build a higher stage of ecological improvement, activities began to establish ecological province, eco-city, eco-county in 1999, then to carry out the pilot program of eco-county in 2003. Eco-county construction, which is implementation for ecological improvement, to enhance the county capacity for sustainable development, improve the ecological environment, enhance the rates of rescource utilization efficiency and promote harmony between man and nature, realizing prosperous society and ecological civilization at last.Fu county, located in the southern Yan'an City, northern Shanxi Province, has reputations of being "Stuffed with a small south"and "Small Guanzhong in the north of Shanxi Province" and has good base for economic condiyions and ecological environment, but the process of urbanization has caused some environment problems. Therefore, eco-county construction is the only way for Fu County economic development.The paper introduced the topics of the background, intention, meaning and research status, then analyzes the concept and connoation of ecological county, the basic principle and index system of national eco-county construction. According to the actual situation of Fu county, analysised adverse factors of Fu eco-county construction and reachability analysis from three aspects(such as economic development, environment protection and social progress)and 25 indicators. Determined the framework of Fu county's ecological function zoning and should follw the principle, based on the analysis of eco-environmental quality index, ecological carring capacity, ecological sensitivity and ecosystem services, which has earned the Fu county's ecological function zoning, divided into four compound area and eight subregions, each subregion divided into two forbidden access area, three key access area, three optimization access area, and drew a map of ecological function zoning by using coredraw, further described in detail and planed for each partition. Some strategies of ecological county construction were raised. Ecological environment, built a construction pattern of "county-township-village", and then introduced the connotation, recommended practices and build solution of the eco-town and ecological village. Eco-industries, a preliminary plan was implemented in the ecological industry, ecological agriculture and tertiary industry. Ecological society, through advocating green consumption, increasing the ability of public participation, promoting the knowledge of ecological and environmental protection and strengthening social security to build an ecological social system. Eventually get Fu county's county construction planning and implementation of the key projects, ecological agriculture, ecological industry, ecological environment construction, protection and management, ecological tourism, and infrastructure construction a total of 23 projects in five areas, with a total investment of 1.554 billion yuan.
