The Investigation And Research Of Ecological Compensation Mechanism In Shaanxi Province

Ecological environment is basic conditions of existence and development for human being,and foundation of social development. But with the high speed development of science and technology, the pressure on ecological environment increases continuously, conservation of environment has become pressing task at present. The improvement of ecological compensation mechanism had provided feasibility for ecological construction of these problems. On the applications of literature analysis, empirical analysis,comparative analysis, this paper makes reseach and study on the establishing and perfecting of ecological compensation mechanism in shaanxi province.On the basis of analysis on progress of ecological compensation mechanism domestic and overseas, this paper throws conclusion for intension and theoretical basis of ecological compensation mechanism, that is, during the usage of natural resources, users of natural resources and benefit receivers' cost and expenses for propretior of the resources or ecological conservation.Though conclution for stutus and existing problems of ecological environment of shaanxi province, Objective to elucidate that soil and water loss, land desertification, shortage of water resource and pollution are major problems of ecological environment treatment at present.Objective to elucidate the preactices during the returning of cropland project, soil and water conservation and treatment project,energy exploitation of shanbei, Requisition of Forestry Land are foundation for further exploration of ecological compensation mechanism.With analysis of ecological compensation mechanism in shaanxi, make clear that compensation mechanism should be guided by government, combined with market, compensation principles that "who polluted, who solves, who benefits, who make treatments " should be sticked. compensation modes are mainly about money and policy, financial metastatic compensation mechanisms mainly serves. On the basis of analyzed resluts above, suggestions on how to improve ecological compensation mechanism in shaanxi are established: to overall raise the effectiveness of compensation mechanism's implementation in shaanxi, precondition that improvement of relevant laws and regulations should be sticked, bahaviors should be guided by study of mechanism and pilot projects, compensation mechanism should be divided into aspects by region and types, raise of money input is the most effective way to improve the ecological condtructions in shaanxi province, and the improvment of supervision and administration mechanism is one of guarantee system of ecological compensation.
