Region conservational developments advocate to process properly construct action under the premise of environmental protection. Developments aim to protect environment while environmental protection improve the economical development .In region conservational development, the aim for landscape ecology evaluation is to make good use the human factors which can induce and improve the landscape ecology, to curb and to prevent the human factors affection which can lead to the reduction of the landscape ecosystem, to establish the nature-human compound landscape ecosystem with reasonable structure and highly effective function.The fenshuiling-dajiangou-jiuqu region, an important ecological protection area of Shandong Province, lies in the southward hilly region in Jinan. It is a significant ecological function area and one of spring intake regions. Because of closing to Jinan, it has been the earliest invaded region when the city extend to the south which worsen the fragile ecology environment.In view of landscape ecology and regional sustainable development, with the object of the landscape of the whole study area, the article approaches on the previous question and the feasibility to have conservational development in the study area and its main contents. Themain contents are as follows:(1) The database has been established on the need of data analysis, processing images,extracting the correlative information by RS, GIS and other technologies.(2) The conclusion can been drawn : The ecology environment is demolished drastically, which can not fit its landscape function and now it become a restrict factor to development by analysising the landscape ecosystem factors in study area. The factors are follows: climate,geology, landforms, hydrology, soil, vegetation, human culture and other factors. Compounding the main function, underground water of intake function, in the study area, we can conclude that as thejinan underground water of intake region, the development direction of the study area is to make good use the ecology function, conserve water, maintain water and soil, modulate culture, clean air, improve water quality, beautify environment.(3) By analysis the environmental bearing capacity of emphasis leakage catchment water area, the main factor of limiting the development of the study area is the exploitation of the underground water resource and the population, thus when further constructed, it should not broaden the population scale and should to save the water quantity. Dajiangou and Beikang are out of the bearing capacity. Real estate construction must avoid the two fields.In the term of principles of regional conservational development, to define the area in which we can have estate objection, where concentrate in the area of Beikang, Nankang, Jiuqu and from Yuanbaishan to Shaoer whose surface area is 5.0 km%(4) In the light of ground water recharge function, the main way to define contents including existing green conservation, water source region conservation is to ecology construct.(5) On the basis of regional development, the development measures have been established. First, the govern should solve the environment questions. Second, the land use and action should be planed. Third is to establish protectional function'areas which include the emphasis leakage protect area, mountain forest protect area, farmland protect area. In the light of principles of optimizing landscape structure, we modulate and design the landscape structure of the study area, and put forward the program. Development construction is estated on the basis of protect construct.(6) Landscape ecology evaluation model has been established, selecting index from landscape structure and function and assessing the estate development action. The index is superior to present condition, but the landscape ecology function index is just equal to the present. And most of all the action will cut down the quantity of ground water recharge.
