With economic development, industrial wastewater and domestic sewage discharge to the river heavy burdens that undermine mankind's survival environment, in the case of the absence of existing policy, It's necessary to establish the watershed ecological compensation mechanism for rationalizing ecological relationships and interests between upstream and downstream, and determining the compensation standards is the core of the implementation of ecological compensation mechanism.In this paper, based on the analysis of the domestic and foreign research and the implementation of ecological compensation, according to the theory of environmental economics, we analyzed the theoretical basis for ecological compensation. Through the elaboration of the concept of ecological compensation, this paper proposed the characterization of pollution abatement cost method based on cluster analysis as determination of ecological compensation. Through data analysis of sewage treatment plant in Henan Province, we can get a curve on the influent COD concentration and governance costs, and based on the concept of pollutant treatment efficiency, can calculate the share of COD and ammonia nitrogen cost in the sewage treatment process cost, and then get ecological compensation standards.Finally the research results of ecological compensation was used in Henan Province which can be a verification of reasonableness, while also providing theoretical basis for the local eco-compensation practice. From the measurement results and analysis it can be seen that the Ecological compensation standard is reasonable, and compensation throughout the city should be basically whin their financial capacity, it fully reflects the "polluter pays" principle.
