WebGIS, which is the combination of Internet and GIS, provides an effective tool for public to obtain GIS data and geographical information service. However, there are some problems in the development of WebGIS, such as poor interaction in client, limited ability of visiting isomerous spatial data, and difficult operation each other of spatial data, etc. Aiming at the shortage of share and operation each other of spatial data etc between WebGIS, the technology of Web Service, Geography Markup Language (GML) and Scalable Vector Graphics (SVG) are used into WebGIS in this paper. Then an open WebGIS based on Open GIS Consortium (OGC) geographic information Web service standard is designed.The paper firstly intruduces WebGIS theory and correlative technology, and analyzes advantages and disadvantages of current WebGIS realization technology, as well as some problems in development of WebGIS. Secondly, the technology of GML/SVG and Web Service is discussed. Based on organizing data and designing structure in WebGIS, an open WebGIS model is created. The model uses Web Service to realize Web map service, uses GML to describe geographical data, and uses SVG to display Web map. Lastly, a WebGIS archetypal system in .net frame is empoldered. The system does attempt on share and operation each other of spatial data. Some functions, such as layered display, inquiring about properties and shortest path analysis based on SVG data, may be operated in this system. An example is exploitured to validate the feasibility of the designed open WebGIS model in technique.
