The innovation and development of science is an exploration from the known to the unknown,and metaphorical cognition often brings key enlightenment and inspiration.Traditional Chinese medicine theory is a theory based on metaphorical cognition based on astronomy,geography,personnel,etc.as the "origin domain" projected into the "target domain"of the human body.When the existing TCM theory is not enough to explain the new phenomena of medicine,the new clinical problems can not be effectively solved with the existing TCM theory,it is necessary for theoretical innovation to bring breakthroughs in clinical practice.The metaphorical cognitive characteristics of traditional Chinese medicine theory and the cognition,analogy,innovation and other attributes of metaphor itself determine that the innovation and development of contemporary TCM theory need to construct new metaphors,as an important scientific inquiry mode and interpretation methodology."Treating people like governing the country" and "governing the country like treating people" have existed since ancient times as language rhetoric and macro thinking,but there are few concrete and systematic analogies.Traditional Chinese medicine and governance related disciplines have very deep and broad content.The mutual metaphor of medical personnel and governance builds a bridge between the two types of disciplines,which can enable the two types of disciplines to learn from each other’s achievements and enrich and develop the discipline.The basic metaphor implicit in the two metaphors is the "man and country" metaphor.Similarity is the basis of metaphor,and the stronger the similarity,the deeper and broader the metaphor.The state and people are very similar in terms of integrity,systematization,complexity,intrinsic relevance,order,circulation,and periphery of the center,which makes the mutual metaphor of medical people and governance have a deeper and broader disciplinary prospect."Healing people like governing the country" and "governing the country like doctors",there is a huge metaphor system behind the two upper metaphors,and many concrete lower metaphors can be derived.This metaphorical system generally includes the following aspects:(1)the analogy between the human body and the state,that is,the internal organs and departments,the meridian system and the connected delivery system,the essence,blood,liquid,and food resource capital,the five gods and seven emotions and ideology;(2)Comparison between health preservation and national security,survival and development;(3)The analogy between the cause of illness and calamity,that is,insufficient righteous qi and weakening national strength,evil qi invasion and internal strife of external enemies;(4)The analogy between disease and external invasion and internal strife,that is,external disease and external enemy invasion,internal injury and internal strife;(5)The analogy between disease differentiation and investigation and research,that is,investigation and collection of data and four diagnoses,differentiation and analysis of the root cause of the problem,treatment and treatment principles and methods;(6)The analogy of prescription treatment and solution implementation,that is,prescription and solution treatment and program implementation.In the ancient books of traditional Chinese medicine represented by "The Theory of Medical Origins and Medicine,the Theory of Using Medicine as Soldiers",a series of core TCM concepts and theories are constructed around the metaphorical system of "disease is war".Most of the ancient war metaphors are constructed from purely military ideas,however,military is only one aspect of governance,military serves politics,and war interacts with other aspects of the country.Therefore,the metaphor of war should be subordinate to "healing people as governing the country",and the metaphor system of war should be constructed in the context of "man is the country".Malignant tumors are one of the most serious diseases threatening human health today,and ancient and modern Chinese medicine has constructed various metaphors to understand the etiology and pathogenesis of tumors.Based on the metaphorical system of "healing people is like governing the country",combined with the basic metaphor of"disease is war",this paper applies strategy to the strategy of traditional Chinese medicine to treat diseases from the perspective of "people are the country",and explains the strategic application of tumor treatment.A broad strategy includes three levels:national strategy,military strategy,theater strategy,service strategy and special strategy,with higher-level strategies determining lower-level strategies,and strategies then determining tactics.Military strategy serves national strategy,and at the same time determines subordinate strategies and tactics,so military strategy is the core of the metaphor of war under the concept of "treating people like governing the country".The strategic application of tumor treatment is as follows:first,both doctors and patients should raise the courage and confidence to "strategically defy it" from the subjective and objective aspects;Secondly,as a chronic disease,the treatment of tumors should adopt a lasting strategy,which can be used as a reference to Mao Zedong’s "On Protracted War";Third,according to different patients with different tumors,doctors should formulate overall offensive or defensive treatment plans for patients at different stages;Finally,it is necessary to clarify the offensive and defensive attributes of each tactical method of Chinese and Western medicine for the treatment of tumors,and determine the priority and combination of tactics under the overall strategic guidance.Traditional Chinese medicine is a huge treasure trove,and the concept of "governing the country like a doctor" can expand the scope of application of traditional Chinese medicine.First of all,from medicine to governance,the scope of the country is not limited to China.Second,the leading collectives at the provincial,municipal and county levels,on the premise of implementing the policies of the higher levels,can refer to the province,city and county as one person to govern.Finally,large enterprises,fields,and industries can also be governed by one person as a whole.From December 2012 to September 2019,General Secretary Xi Jinping used traditional Chinese medicine terminology to discuss the content of governing the country,and the terminology of all aspects of dialectical discussion and governance was involved,and it involved party building,anti-corruption,reform,economy,diplomacy,military,ecology,national security,anti-terrorism,poverty alleviation,Internet,urbanization,political and legal affairs,philosophy and social sciences,etc.,covering almost all important fields of national governance,reflecting the specific application of macro thinking of "governing the country like a doctor" in reality.To sum up,the deep similarity of "man and country" is an important basis for the mutual metaphor of "healing man and governing the country".The two are metaphorical and communicate the disciplines related to Chinese medicine and governance.The deeper and more concrete analogy of "treating people like governing the country" can fully draw on Chinese and Western theories and ideas on governing the country,and provide enlightenment and ideas for contemporary Chinese medicine to explain new phenomena and solve new problems and carry out theoretical innovation.The concrete analogy of "governing the country like a doctor" can expand the scope of application of traditional Chinese medicine and provide ideas for governing the country,provinces,cities,counties and large enterprises,and this general medical thinking model also has certain reference significance for China’s "promoting the modernization of the national governance system and governance capacity".
