With the rapid development and application of information technology and the indepth implementation of big data strategy,big data has become an important strategic resource for leading scientific and technological innovation and supporting decisionmaking.Scientific research and practice are undergoing a great transformation from "hypothesis-driven" to "data-driven".Deep mining and utilization of big data can provide new kinetic energy for social development,government governance and national security.Focusing on the national big data strategy,it enriches and expands the innovation field of big data application,promotes the management upgrade,and brings many new important topics to academia,industry and government departments.Among them,decision support,decision guidance,data drive and data value conversion in decision innovation are one of the core scientific issues of management and data science,and also one of the key issues that information science must solve to develop intelligent information services in response to big data environment.With the arrival of big data of health care,the concepts of hospital management and hospital managers have changed accordingly.Data-driven is of great significance to hospital’s refined and intelligent management decision-making.From the perspective of improving the quality of medical management decision-making,this study constructs a data-driven hospital management decision-making process model,analyzes the influencing factors of data-driven hospital management decision-making,and then puts forward a datadriven decision-making model for hospital management,and conducts empirical research,which provides reference for theoretical basis and empirical research in the field of data-driven decision-making,and provides countermeasures and suggestions for promoting hospital fine management.Based on this,by defining the related concepts such as "data-driven","hospital management","hospital management evaluation" and "data-driven decision",and reviewing the research status of data-driven decision,data-driven decision for medical and health fields,data-driven decision for hospital management and the influencing factors of data-driven decision,this paper comprehensively uses literature survey,semistructured interview,questionnaire survey,grounded theory,structural equation and statistical analysis.Focusing on the core research content of hospital managementoriented data-driven decision-making model,the third chapter explores the operational mechanism of hospital management-oriented data-driven decision-making and constructs a hospital management-oriented data-driven decision-making process model based on the existing research process of BASM model and the particularity of hospital management decision-making scenarios,so as to comb the driving path and clarify the internal logic.The model consists of two parts: the processing process model and the supporting process model.It aims to answer two core questions in the data-driven decision-making process for hospital management,one is how to transform and embed the data itself into the hospital management decision-making,and the other is what ways can support and promote the data-driven decision-making in hospitals.In chapter four,the research on the identification of influencing factors for data-driven decisionmaking in the field of medical management is carried out by using the grounded theory,and the semi-structured interview materials for hospital administrators are coded.After saturation test,the influencing factors of four dimensions are finally identified.In chapter five,on the basis of qualitative research on influencing factors,structural equation model is used to further verify influencing factors and discuss the weights and relationships of related variables.This paper expounds the influence relationship of various factors on hospital management decision,and verifies the influencing factor model of data-driven hospital management decision.Chapter 6 integrates data-driven hospital management decision-making process model and influencing factor model,constructs data-driven decision-making model supporting the whole process of hospital management decision-making,and discusses the internal relationship between process model and influencing factor model.In chapter seven,according to the constructed data-driven decision-making model for hospital management,the empirical research on medical service cost control and doctor performance evaluation management based on DRGs grouping is carried out,and the constructed model is revised and improved.The details are as follows:⑴Build a data-driven decision-making process model for hospital management.Based on the existing data-driven decision-making mechanism model and the practice of hospital management,this paper constructs a data-driven decision-making process model for hospital management,which consists of two parts: processing process model and supporting process model.Decision-making process is not only the last stage of data processing process,which displays and applies the results of data processing,but also continuously generates new data,pushes forward the aging and errors of existing data,and supplements and corrects the data processing process.The data processing process is guided by the stage demand in the decision processing process,and can be embedded in all stages of the decision processing process to serve the whole process of decision processing.Supporting process model mainly involves two users and one technology.The two users include data analysts and managers.Analysis enabling technology is to create and improve analysis tools that can be embedded in the operating system.These three subjects can not be separated and independent,but can transform each other and possibly exist at the same time,and jointly process data and decisions to support the operation of the processing model.⑵This paper systematically analyzes the influencing factors of data-driven decision-making for hospital management.Also integrates and analyzes the subjective and objective factors that affect managers’ data-driven decision-making,and determines that the four core influencing factors are medical data quality,information technology,hospital organization and management and managers’ information literacy.Constructing an influencing factor model and finding that decision-making objectives can be positively influenced by managers’ information literacy,hospital organization and management and information technology,among which managers’ information literacy is the strongest,followed by hospital organization and management and information technology.Hospital organization and management have an impact on medical data quality,managers’ information literacy and decision-making objectives,and the impact on medical data quality is stronger than managers’ information literacy.The quality of medical data can have a positive impact on information technology;Information technology has a positive impact on decision-making objectives.⑶A data-driven decision-making model for hospital management is constructed.Combining the process model with the influencing factor model,a data-driven decisionmaking model for hospital management is formed.This paper analyzes the realization of the model from three aspects: creating a data-driven decision-making model,running the standardized management of hospital data quality through the whole process of hospital management,improving the information technology of medical staff through intelligent management,and improving hospital organization through efficient management,and puts forward some suggestions for optimizing the model.⑷Empirical study on performance analysis of lung cancer medical service based on DRGs.Simulate the real scene of using DRGs grouping tool to solve performance problems in hospital management,and apply data-driven hospital management decision-making mode to optimize DRGs grouping and performance management.Eight factors,including gender,age,admission way,leaving way,hospitalization times,payment method of medical insurance,operation or not,and severe complications,were finally determined as the factors affecting the medical service cost of lung cancer,and eight DRGs were constructed,in which severe complications,operation or not,and hospitalization times were the classification node variables of decision tree grouping.The indicators of medical service ability(DRGs total weight,CMI)are selected and compared according to the acquired data to complete the performance evaluation and realize the performance management mode based on data-driven decision-making.
