Research On Promotion Mechanism Of Tertiary Industry Development To Regional Economic Transition Of Resource-based Region

From the mid-20th century, many domestic and foreign resource-based regionsencounter the economic, social, environmental and other development difficulties,which makes the economic transition of the resource-based region gradually getextensive attention of scholars from various countries. For resource-based regionaleconomies in China, which are in a critical period of reform and development, thetransition is the objective requirements of the sustainable development strategy toimplement the “Scientific Concept of Development”, which also provides amicrocosm of the transition of economic growth mode. Therefore, the study on theway and the path of regional economic transition of China’s resource-based areas hasgreat theoretical and practical significance.From the point of the “transition path”, this paper proposes that developingtertiary industry is an effective promotion of the economic transition inresource-based regions, using a combination of theoretical method and empiricalmethod. At the theoretical level, this article details combing resource-based regionaldevelopment defects and the tertiary industry external to prove the correspondencebetween the external characteristics of the tertiary industry and the transition target ofthe resource-based region and concudes that through the development of tertiaryindustries, problems in the resource-based area can be eased and even solved andthen resource-based regions can enjoy economic transition and sustainabledevelopment. At the empirical level, through the system information entropyevaluation method, this paper evaluates regional development of the provinces andmunicipalities, the two regional levels in China, and based on the results of theevaluation, the two groups, the resource-based regions and the tertiary industrydeveloped regions, are compared. In this paper, through econometric methods, it isalso studied that the relationship between the economic, social and environmentaldevelopment and the resources, the tertiary industry in different areas. Empiricalresults show that the development of tertiary industry has a stabilizing effect on theeconomic impact of resource-based regional transition and industrial restructuring,which plays a good part to improve the social and environment state of theresource-based areas, which is consistent with the conclusions of the theoreticalresearch. On the basis of general studies, this paper focuses on the specific case ofChangzhi area in Shanxi Province. The transition efficiency of Changzhi area isrelatively low, due to the insufficient development of the tertiary industry.Recommendations are made on the path of the tertiary industry development strategyof Changzhi area, based on the study of economic and social characteristics, a reviewof the experience of transition, and the analysis of the evaluation results of transitions.The first chapter is an introduction; second chapter describes the results oftheoretical studies and practical experience of the transition of resource-based regions;from the point of theory, chapter3explained promotion mechanisms of tertiaryindustry development to the resource-based regional economic transition and chapter4discusses the promotion mechanism empiricaly; chapter5provides a case study onChangzhi area; chapter6contains conclusions and research prospects.The innovation of this paper is mainly reflected in the "transition ofresource-based region" perspective and research methods. Firstly, the transition targetof the resource-based region is defined more comprehensively and specificly, not onlyconcerned about the region’s economic growth, but also its social, ecologicalconditions to give adequate priority to the employment, urban development, people’slivelihood and ecological environment into the the transition target system. Secondly,among the transition research, this paper is more concerned about the specific path ofthe transition, combines the study of the tertiary industry and the resource-basedregion transition, and studies the promotion mechanism of the development of tertiaryindustries to the transition of the resource-based regions. Finally, from the perspectiveof the development of the tertiary industry, this paper explores the strategic path oftransition of Changzhi area, using data envelopment analysis, and demonstrates thatthe development of the tertiary industry in Changzhi area defects and providesstrategic advice on the development of its tertiary industry based the actucal situationin Changzhi area.
