Research On The Contributing Factors Of Incorruptible Risks And The Constructions Of Internal Control Mechanisms In Colleges And Universities Of Tianjin

Since the new century on， China has entered a rapid stage of development in highereducation. With the extensive increment of colleges and universities amounts， as well asthe continuous expansion in its scale， the numerous talents are cultivated for thedevelopment of economy and society. In this process， colleges and universities present thedifferent kinds of characteristics with the pluralities of the principal part for runningschool， the diversities of fund sources， the complexities of the institutional structures，and the gradual intensities of competition， etc. Meanwhile， the hysteretic issue on themanagerial and supervisory mechanisms in colleges and universities is obvious. In detail，the leading cadres and administrators at all levels in colleges and universities have moreand more powers in the aspects of human being， finance and material resources.Moreover， colleges and universities have increasingly close contact with market ineconomic aspect，thus，the influential and penetrative forces from all kinds of the harmfulphenomena in society against colleges and universities are strengthened. Under suchcircumstance， the above-mentioned issues can easily and frequently lead to theoccurrences in the aspect of duty crime， and which are derived from the imperfect internalcontrol mechanisms of incorruptible risks in colleges and universities. It has been a greatfocus about how to restrain the impetus of corruption based on college and universityitself， and which also been the fervent solicitude and high attention rendered by societyand central government respectively. Taking the internal control of incorruptible risk inTianjin colleges and universities as a starting point， this dissertation adopts the combinedmethods of theoretical analysis and empirical research， as well as quantitative andqualitative analyses， with the integral applications of advanced theories in the fields ofmanagement， economics， applied mathematics and so on， to make a systematicalresearch for the internal control mechanisms of incorruptible risks in colleges anduniversities of Tianjin.Firstly， this dissertation makes a profound analysis of incorruptible risk survey incolleges and universities， explores the main incorruptible risks and its contributing factorsconfronted by colleges and universities in Tianjin， so as to lay the foundation foreffectively controlling the formation of incorruptible risks from the origin.Secondly， the concrete factors for influencing the formation of incorruptible risks incolleges and universities， by means of questionnaire and systematical analysis approach，are scientifically clarified， and the evaluation indexes system of incorruptible risks in colleges and universities of Tianjin are accordingly constructed from three aspects，namely ideological and moral risks， institutional and mechanism risks， and powerexecution risks.Thirdly， on the basis of the investigation data， as well as the adoption of statisticalmethods， such as factor analysis， the incorruptible risks in colleges and universities ofTianjin are evaluated， and the definite orders of its importance are accordingly obtained.In detail， the institutional and mechanism risk is the first place， the power execution risklocates on the second one， and the ideological and moral risk ranks the third one.Therefore， it is necessary to make an important research for the institutional andmechanism aspect.Fourthly， combined with the theories of risk management， internal control andquality management， the internal controls and its mechanisms of incorruptible risks incolleges and universities are defined. What’s more important， the related frameworks forthe internal control mechanisms of incorruptible risks in colleges and universities of Tianjinare also put forward， and which include four levels， namely， organization， system，measurement and platform of internal control. At the same time， by using the advantagesof large coverage of university network and high maturity of information management，themain functions of internal control information platform of incorruptible risks in collegesand universities of Tianjin， with respect to the critical fields and key links easily andfrequently rendered by corruption， are introduced and established.Lastly， in order to ensure the smooth construction onto the internal controlmechanism of incorruptible risk in colleges and universities of Tianjin， the comparabledetailed countermeasures and suggestions are proposed according to the specific workingsectors of implementation in the stage of planning organization， supervising fulfillmentand assessing feedback.
