As the hot topic both in theory and practice in the field of higher education, innovation and entrepreneurship education originates from America, then it spreads over many countries. In1986, general education, vocational education and entrepreneurship education are three pass cards for education in the21st century in the National Educational Council. In order to meet the needs of building creative country, strengthening competitiveness, improving education and teaching quality, solving the problem of employment and enterprise, our country are developing innovation and entrepreneurship education rapidly. In order to promote innovation and entrepreneurship education, and in April2010, Ministry of Education, The Ministry of Science and Technology issued Measures Identified about Practice Base for Science and Technology Enterprise for College Students, in May2010, Ministry of Education issued Proposal about Promoting Innovation and Entrepreneurship Education of Higher School and College Students In dependent Venture.Based on this file, the paper will explore the organizational models and operating mechanism of innovation and entrepreneurship education, fully mobilizing all positive forces, optimizing results, and improving students’innovation spirit, entrepreneurship awareness as well as entrepreneurship.This paper mainly includes the following aspects:Firstly, combing the relevant literature, analysis of the background, purpose, theoretical and practical significance of the research on innovation and entrepreneurship education of research universities in China, clarifying the research ideas, methods and innovation points.Secondly, elaborate the concept and theory foundation of research universities, innovation education, entrepreneurship education and innovation and entrepreneurship education systematically, as well as the evolution history and development trend of innovation and entrepreneurship education in domestic and international research.Thirdly, the consistencies and differences between innovative education and entrepreneurship education are deathly studied, and based on the dialectical unity between the two, the internal driving factors and external influence factors for the coupling of the two are analyzed, and the coupling practice paths of the two are studied from the main body of innovation and entrepreneurship education and each levels of education system.Fourthly, based on the results of questionnaire survey, reveals the key influence factors of the innovation and entrepreneurship education system of research university by the use of stakeholder theory and structural equation modeling approach.Fifthly, the concept of innovation and entrepreneurship education and the model is embedded into the educational system of research university, build the innovation and entrepreneurship education system framework model and operation mode of research university which is consistent with the training law of innovative and entrepreneurial talent, and can blend into the university education system from such four dimensions to the external policy and public opinion environment, internal system modules, operating mode and promoting mechanism, then made depth research focus on the internal system of innovation and entrepreneurship education modules and the "three classroom" run mode.Sixthly, put forward proposals for the operating mechanism of innovation and entrepreneurship education in our research universities to promote the scientific, standardized and systematic of innovation and entrepreneurship education research and implementation in China.Seventhly, study of the performance evaluation system of innovation and entrepreneurship education in-depth. Based on the empirical analysis of WU university, verify the theoretical results and propose practical recommendations of improvements and programs for the innovation and entrepreneurship education system of WU University.This research has laid a theoretical foundation for the promotion and implementation of the concept of innovation and entrepreneurship education in China, the relevant results of building innovation and entrepreneurship education system, will be effectively improve the level of innovation and entrepreneurship education in our research universities with corresponding optimization and putting into practice.
