The Research On Floating People’s Health Management And Service

Health management and service of floating population refers to assessing intervening and managing the floating population’s health status and its influence factors, such as lifestyle behaviors, mental status and material environment, and providing preventive health services which focus on effectiveness and satisfy the requirement of the floating population that can help them to reduce risks of disease attack in their daily life and improve their health. This paper joins the relevant concepts of medical and health fields into the theory of social policy for development, and constructs the policy framework of health management and service system of floating population, and then analyses the causes and conditions, the models and strategies.and the supportive policy system of health management and service of floating population.This paper considers that social and economic benefits which the health investment and health management can produce are the power of establishing health management and service system of floating population. The floating population who is one of the main labor sources of the real economy and consumption subject currently plays an irreplaceable role in promoting economy, thus the health capital, as one of the human capital, not only improves the production efficiency on the micro level, but also play a positive role of GDP growth on the macro level, and health management can not only reduce the incidence rate, but also can reduce the medical expenditure of personal, enterprise and society, the productive object and means are the main power of setting up health management and service system for floating population.On the other hand, the intervention of health problem provides necessary conditions for implementing management and service system for floating population. According to the research, in addition to genetic, mental state, living habits, material environment are all risk factors for floating population’s health, and all these factors have the character of intervention. This feature is the premise of microscopic behavior intervention and the macro environment improvement in health management. At the same time, the characters of floating population’s demands of health and the imbalance of supply and demand of public and half-public health service reflect the necessity of health management and service system. In addition, the relative perfection of the policy system directly or indirectly related to the health of floating population, such as household-registration system, health policy and housing policy of floating population is the conditions of possibility of the health management and service.On the basis of analyzing the practice conditions, this paper constructs the basic model of floating population’s health management and service in the frame of current public health service and staffs’health welfare policy, followed the principle of diversified organization form and comprehensive content of policy. It mainly covers two fields which are public healthcare and occupation health plan, in particular, it divides into two parts which are management of public and occupation health risk factors, and the relative health care. Because of different target in different fields, the main responsibilities, financing mode, organizations and implementation, personal mechanism are also different, but all of them reflect the idea of diversification. In addition, the floating population’s health management information system and medical insurance system, as technology and supporting system are also included in the model.In addition to construct the static model of floating population’s health management and service, the paper also designs dynamic strategy. According to the principle of strategy’s energization, it combined three health energy-increased measures, which are health promotion, health education and health intervention, and put forward relevant measures based on the characters of floating population, realize the Omni-directional prevention and protection from macro and micro levels. From a certain perspective, the structure of this paper is the practice of these three strategies.According to the requirements of the health strategy, through analyzing the influencing factors of floating population’s health service and combining the environmental factors which influence their health, this research constructs the supportive environments of floating population’s health management and service, which means put forward the analysis and suggestions to the problems in the policy and system which directly or indirectly influence the health condition and the effect of health service of floating population, including household-registration system, financial system, education policy, employment policy, housing policy and so on, to guarantee the effective implementation of floating population’s health management service.
