The current global biosecurity situation is grim, the non-traditional security problems caused by biology have attracted attention around the world; and with the overseas expansion of China’s national interests, new requirements has been proposed for our army to implement cross-border CDC emergency response; With the establishment of our military consultation system of disease prevention and control,we are required to carry on dynamic tracking of the media and Internet information related to public health, especially of the social and the public hotspots, to provide information support for the consultation. Therefore, to develop an internet information dynamic tracing system for infectious diseases surveillance has become an urgent need, the system can meet the real needs of our military biosecurity and infectious disease prevention and control, maintain the health of our military forces and improve their ability of disease prevention and control.With literature, expert advice, investigation, qualitative analysis, empirical research、comparative analysis and other research methods, this paper analyzes the research status of internet information tracking and the requirements of the army biosecurity and disease prevention, and carries out fundamental research of Internet information dynamic tracking. The paper conducts a comprehensive research on the system requirements, accomplishing the system architecture design. The key technologies required for system implementation was analyzed in details and systematically selected. Finally a prototype system was eventually developed and implement.(1) Analyze the current research situation about basic theory at home and abroadThe paper investigates the research progress of internet information tracking at home and abroad, analyzes their existing achievements, progress and development direction, summaries successful experience and problems, and provides references for the construction of the internet information dynamic tracking system for infectious disease surveillance. According to the learning from existing theoretical and results and the actual situation of our army, some key words, such as biosurveillance, infectious disease surveillance, internet information, and the internet information dynamic tracking system for infectious disease surveillance, were clearly defined and standardized. Then a solid theoretical foundation for building the Internet information dynamic tracking system for infectious disease surveillance was established.(2) The requirements analysis and system architecture design of the internet information dynamic tracking system for infectious disease surveillance.By combing the goal of the system construction with requirements of information research and our army’s disease prevention and control, the paper proposes systematic business requirements of the construction, summarized the functional requirements of the system, which can be divided into four categories: data collection, data preprocessing, information processing and analysis and information services. The standards of data sources which the systems have tracked are studied in order to solve the problem of the evaluation of data sources, which ensure the authority and effectiveness of the system tracking data. Eventually, the system architecture is designed according to the system requirements, providing technical guidance for system development.(3) Study of the system key technologiesThe paper is focused on information collection, correlation analysis, and visualization technologies. An infectious surveillance topic description method based on Wikipedia was proposed. An approach calculating priorities of candidate links with page segmentation was presented, which make the priority of a candidate link was measured as an aggregate value by taking the content of Web page containing it, its block text and anchor text into consideration. The approach can effectively improve the focus crawling performance.(4) The implement and validation of prototype systemThe results of the previous section was apply to the Internet information dynamic tracking system for infectious disease surveillance prototype development, the guidance system design, technology selection and deployment, etc.. And an instance was running on the prototype system to verify the information tracking effect, which provided the first practical data for further system improvement.The paper developed an internet information tracking system for infectious disease surveillance by combining computer technologies and information analysis method. The system use focused crawler to automatically collect internet information about infection diseases, including import countries, international organizations and academic organizations, news, forum, blog and other sources. The information then will be analyzed to improve the efficiency of information studies; the internet infectious disease surveillance information can be published, automatic correlated analyzed to support for our military infectious disease prevention and control research, infectious disease events and risk assessment and decision-making.
