Public Health Under The Vision Of National Political And Social Change

Public health is the public service, which concerns all people’s health habits and healthy safety in the country or region. It is the important responsibility of the national and local government to formulate and carry out related systems of public health and domesticate public health habits. Therefore, from the view of public health, we can easily understand how the national power of certain region to work, how the conflicts between traditional Chinese and western medicine to unfold, how modern health idea to form, and also can distinguish health concepts of different social groups, etc.There are five chapters in this thesis, which can be divided into three sections. The first section, including the former three chapters, focuses the evolution of public health of Jiangxi province during the period of the Republic of China. The thesis analyzes the4-level public health administrative organizational system of Jiangxi province, the formation and characteristics of the healthregulation system in Jiangxi, distribution of human resource of traditional Chinese and western medicine, health personnel’s education, training and management, allocation of government’s health funds and the poor funds of primary hospitals. Second, in the practice of public health, the thesis discusses the epidemic prevention system and the prevention and control of plague and schistosomiasis in Jiangxi, maternity and child hygiene and health education, improving of environment in urban and rural, including drinking water and public toilets,The second section is the fourth chapter, which mainly analysis how the government penetrated the state authority into basic level by using of Public Medical System and New Life Movement. Public Medical system was a medical security system, which based on the experience of introducing foreign medical security system. And its purpose was to reduce the mortality rate, control the prevalence of the epidemic and promote national health. New Life Movement originated in NanChang, which began with "clean","rules", tried to reform national life habit, which was zerzausen, shameless and undisciplined, and cultivated the new trend of national life, which was "militarized","artistic"and "producted". In fact, there was a political appeal to strengthen the government legitimacy and establish "new authority" hidden the back of national government’s actively promotion in public health system and making the extensive social mobilization movement.In the Soviet area of Jiangxi province, the Soviet regime also attached importance to epidemic prevention of public health, and enhanced epidemic prevention to the height which be relatived with the survive or perish of the regime.The third section is the fifth chapter, which mainly centers the conflicts between traditional Chinese medicine and western medicine. The section analyzes the rising of professional western medicine group and gradual formation of new health concept. All these forced the Chinese medicine have no voice. But at the basic level of society, it was far from enough that traditional Chinese medicine quit from "mainstream" status."New" patients and "Traditional" patients existed side by side. The game between Political power and social forces began with the fierce conflicts and ended in quiet. Great Tradition and Little Tradition turned to be relative balance again.Observing the difficult developing process of Jiangxi public health in the period of the Republic of China, we can find out that there were many factors, which worked together to prevent the development of public health in the Republic of China, such as the weakness of country, poor control of state, indifference of public office and deep low quality of national. All these factors made "public medical system" went up in smoke.Even though, in the period of rapid modern social change, the modernization construction of public health still played an important role in enlightening people’s health concept. With the interweaving of New and Old, Public health enterprise of China went forward difficultly.
