Studies On Ecological Compensation Mechanism For Water Rights Handover In Xiangjiang Basin

Water is an important component of the ecological environment, it is essential to human survival and development of ecological resources. In the "twenty-first Century International Symposium on city water resources"[1998, Beijing, China), the United Nations took China as one of the13countries which are the most water shortage countries in the world. How to effective protection and high efficiency utilization of water resources has become the era of global issue. In this paper, the Xiangjiang river basin (XB) water resources protection and utilization efficiency as the goal, the design and construction of ecological compensation mechanism for water rights handover, with the aid of administrative authority and market efficiency to solve various contradictions which caused by "the water of a river" pollution and governance problem. Prompt XB "economic upgraded version" re reshuffle, the real upgrade, provides the suggestion for the comprehensive management of the XB.It is concluded that the fundamental reason of XB ineffective governance is "administrative externality" and "economic externality" superposition, and lead to "governance failure". To solve the two "externality", to solve the problem of water rights handover from the administration route, solve the problems of ecological compensation from the economic route, the establishment of ecological compensation mechanism for water rights handover (ECM-WRH), is the best choice of governance of XB management. Based on literature research, field investigation and expert consultation, using interview survey, data mining, combining qualitative and quantitative method, water footprint model, and other methods, we have conducted the system research on XB ECM-WRH.The ideological foundation of this thesis is the ecological justice. The ecological justice is the ecological compensation logic target, namely human ecological environment damage to recover, so the subject of ecological compensation is the person, object is the ecological environment. The theoretical support of this thesis is the theory of ecological compensation and water rights handover theory, ecological compensation mechanism for water rights handover in XB is supported by the two theories, with the characteristics of the value of fairness and justice. The water rights handover is government intervention in the XB water resources as public goods and public management, aiming at the generation benefit, and inter and intra generational interest game balance. Ecological compensation is the costs and benefits of XB water as an economic resource accounting, prompting the XB is equal and efficient use of each administrative region.XB has the most important strategic status in Hunan Province, in the development and utilization of water resources and ecological compensation exist many problems. Based on the definition of the subject and object of ecological compensation for water rights handover(EC-WRH), according to the characteristics of the XB analysis index system of water rights of compensation standard, the transition point selection, compensation and compensation mode of coordination. Designed in XB water footprint measurement model, to verify and evaluate the effect of ecological compensation mechanism in XB water rights handover. On the basis of this supporting, advances theXB ECM-WRH should focus on the implementation of special funds management and water rights handover point management, made "Xiangjiang Law" and the establishment of the Hunan XB comprehensive management office.Through the above research, draws four basic conclusions:(1) XB ecological compensation is based on administrative units to form a complete system;(2) the ecological compensation standard for water rights in XB can’t fully market-oriented;(3) XB ECM-WRH has a certain generalization and applicability;(4) ECM-WRH is the development direction of the ecological river comprehensive treatment;. Based on the above conclusions, the maximum value of this study is to establish the XB ECM-WRH, which is also the innovation theory of China road.
