Disptch Da to Huang project is the largest comphrehensive water resources project in the history of Qinhai. This project drains water from Datong River to Huang River where is arid, and plays an important role on the development of society, economy and culture in Qinhai province. The dispatch of water resources brings the interest exchange and confilcs between water dispatched area and water received area, Based on the princinple of equity and on the National Science Fund project, the National "863" project and the science creative project of Qinhai province, this paper carries out a general and systemic study on the theory fundamental, the calculation methods, the institution construction and the information platform development of compensation mechanism of water dispatch. The study's main contents include:(1)From the view of water resources management institution, the idiea that the compensation mechinasm is a kind of institution creation of water rights system is deduced, and the pricinples of compensation mechinasm including equal, sustainabe, optimal and dynamic is promoted.(2) The negative effects caused by water dispatch are analyzed; the calculation methods for power generation loss and irrigation loss are provided through analysis of the principles and variations of such losses; loss of joint power stations are calculated and discussed using the equivalent reservoir method and PSO-SA method in order to provide reference for the rational account of compensation.(3) Using synergetic theory and complex system theory, the coordinate model of region industry water usage system is set, the Hakin model of industry water usage system evolution is studied, the evolution trend of industry water usage system of Datong river basin, which can provide reference for long time decision.(4) The tans-basins compensation water price, which contain project water resources price, engineering water price and loss of water dispatched area, is calculated basd on water resources value theory. The endurable ability of water user is analysed,which is compared with compensation water prices.(5) Based on the pricinple of sustainable development, the joint operation optimization model of district water resources and foreign water resources is established. Associated with the actual condition of economy, water demand level, water supply level and water dispatch project plan, the optimal water allocation is carried and the interest of water dispatch is calculated.(6) Dynamic compensation mechanism and its construction,rules and macro-control procedure are promoted. The idea that the eventual way which can sovled the water shotage is to construct water saved society. Using moden information technique,the compensation information platform is set and the factual dynamic compensation prices under different water dispatch scheme are calculated.
