Research On Value-added Service Supply Mechanism Of Government Information Resources Based On The Public Goods Theory

Government is the largest owner and controller of the information resources in the whole society. The scope and characteristics of government activities determine that the information they hold becomes the most important and most valuable social resources of the information age. In order to fully exploit and add value to government information resources, and to meet the community's information needs, Europe Union, the United States and other developed countries began to research and explore the re-use of information resources in the last century. In recent years, Chinese government has done some useful explorations on legislation and practices of the government information resources exploitation and utilization, and also has made some achievements. However, compared with developed countries, there has been very little progress in the research and practice of government information resources value-added service in China, and the problems, such as insufficient exploitation, inadequate usage, low benefits, are the main factors that restricted the China's government information resources value-added services. But in fact, the unclear service supply mechanism is the fundamental reason. Who should be the supplier of government information value-added services or products and how to supply them? This is not only the important theoretical issues of government information resources value-added services, but also a practical problem needed to solve urgently. Therefore, in order to promote the government information service from the low-end services of information opening into the high-end value-added information services, to improve the government capacity of comprehensive information services, and to meet the various demands for value-added government information, it is necessary to do research on supply mechanism of the government information resources value-added services.In this paper, aiming at the lack of supply mechanism in government information resources value-added services, the author, on the basis of the Public Goods Theory, deeply researches the operating mechanism of market supply, commonweal supply and government supply in the course of government information resources value-added services, and designs a pluralistic and complex supply mechanism, that is, the market mechanism is the dominant mechanism and the commonweal mechanism and government mechanism are the supplementary mechanism. The methods used in this dissertation are literature research, case comparative analysis, field survey and expert interview, etc. It takes one and a half years to complete the research and come into being this dissertation.The innovations include:(1) demonstrating the public goods attribute of government information resources, and advancing the general framework; (2) putting forward the pluralistic and complex supply mechanism and its optimization strategies.The paper, focusing on the supply mechanism of government information resources value-added services, is composed of nine chapters, as following:Chapterâ… :Introduction. This section introduces the research background, research significance, main content, research difficulties, and research methods.Chapterâ…¡:Research Overview. This section firstly discriminates some basic concept connotation and their characteristics, including information, government information resources, value-added services of government information resources, mechanisms, etc. And then, discusses the necessity and feasibility to carry out the government information resources value-added services in China. And based on the theories and practices home and abroad, summarizes that the shortage of service supply mechanisms is the fundamental reason, and consequently proves that the research in this paper has its important theoretical significance and practical value.Chapterâ…¢:The Theoretical Basis of Public Goods. This section firstly introduces the concept, characteristics, classification and judgment of public goods, and from the perspective of government, enterprises and third sectors which constitute the human society, mainly studies the three supply mechanisms of public goods:government mechanism, market mechanism and commonweal mechanism, and then analyses their adaptability and relationship. Research for this chapter lays a solid theoretical foundation for designing supply mechanisms of government information resources value-added services in the following.Chapterâ…£:The Public Goods Attributes of Value-added Information Products. To design the supply mechanism on the basis of public goods theory, the premise is that the value-added products must have the basic attributes of public goods. Therefore, this section firstly proves that government information belongs to the public good, and the basic government information belongs to the pure public good, and then discusses that the value-added information based on basic government information belongs to the quasi-public good. That is to say, the basic supply framework of public goods can be used to design the supply mechanisms of government information resources value-added services. In other words, the government mechanism, market mechanism and commonweal mechanism are also bound to exist in the value-added services supply of government information resources. And then the following three chapters will separately discuss these three mechanisms.Chapterâ…¤:The Market Supply Mechanism of Government Information Resources Value-added Services. This section discusses the momentum and conditions of the market supply mechanism, probes into the operating principium of market supply mechanism which driven by "economic persons" motivation, and focuses on analyzing two ways of market supply mechanism:outsourcing and franchising contracts. And then analyses the causes and its manifestations of the "market failure".Chapterâ…¥:The Commonweal Supply Mechanism of Government Information Resources Value-added Services. Based on the status quo of information services supplied by the third sectors in China, this section studies the operating principium and forms of market supply mechanism which driven by "commonweal persons" motivation. And after analyzing the case of Chinese Government Public Information Online which developed by National Library of China, the author studies the causes and its manifestations of the "commonweal failure".Chapterâ…¦:The Government Mechanism of Government Information Resources Value-added Services. Although the Government is not the main supplier of government information resources value-added services, but government really plays an important role during the services supply. For the supply of basic government information, which is the source of value-added information products, government is indispensable. And in the course of value-added service supply, government will also play the role of intervention mechanisms. Therefore, this section firstly discusses the momentum, conditions and operating principium of government mechanism in supplying the basic government information which driven by "civil servants" motivation, and probes into the intervention mechanisms of support, coordination, regulation and supervision during supplying value-added services. Lastly, the author analyses the causes and its manifestations of the "government failure".Chapterâ…§:The Pluralistic and Complex Supply Mechanism and its Optimization Strategies. This section firstly discusses the roles of government, enterprises and the third sectors in value-added services supply, and designs a pluralistic and complex supply mechanism, that is, the market mechanism is the dominant mechanism and the commonweal mechanism and governmental mechanism are the supplementary mechanism. Lastly, the author advances the optimization strategies according to the limitation of three mechanisms.Chapterâ…¨:Conclusion. The author summarizes the whole paper and puts forward the study innovation and next plans.
