Firstly, this paper discusses whether personal preference can be measured andcompared, after which studying personal preference and decision with theory ofcardinals is raised. Then, with personal preference model, paper studies governmentpreference from the collective angle and form the relevant model. Second, with thegovernment preference model, paper analyzes the problem of the satisfactory supplyof public goods and the government supply boundary, which proved with thehistorical data of public goods supply in China. Finally, with all the discussion, paperpoints out the importance of the establishment of multi-central provision and thebuilding of supply institution of public goods.First charter points out the assumption and the fundamental analysis tools for thispaper by comparing public finance theory and public choice theory. This part alsosummarizes the ideas of papers on government preference and proposes to studygovernment preference as a kind of collective preference. Begin with studying generalpreference, Charter Two to Charter Four, as the main part of this paper, construct themodel of preference and decision-making, with which building up the model ofgovernment preference. Charter Five gives a simple practical analysis with the data onChina. Charter Six concludes a few inspirations and stresses the importance ofbuilding multi-central provision and the institution of public-goods provision. CharterSeven summarizes the ideas and shortages of this paper.
