River basins are not only the cradle of human civilization, but also the main growing point of area economy for the reason that areas along banks of rivers all over the world are the most developed area of its district. River basins are closely connected and integral areas in that natural factors in the region are closely related and different parts of the river are affected each other obviously. In China, different districts manage there own river basins. As a result, river basins present a fragmented management situation. In this context, this thesis analyzes the successful cases of water management in western developed countries, trying to find an integrated and mutual-supported way that is able to promote the interactive sustainable development of all regions along the river on basis of the real situation of our country. The first is to seek for joint interest of all regions by reinforcing the horizontal communication and cooperation between different administrative areas, which is a measure from the perspective of management system of river regions. Secondly, we could take administrative measures when distributing water rights at elementary phase. Then market system is introduced when water rights are re-distributed, in order to improve the using efficiency of water resources. The third suggestion is to build a comparatively fair and reasonable ecological compensation system rely on the help of government. The fourth suggestion is to implement moderate industrialization strategy, which includes encouraging circulation economy development, developing ecological economic zones, building new types of industry straps and promoting the harmonious sustainable development of all river regions. According to this kind of logic, this thesis demonstrates the basic theories, motivation mechanism and development path of sustainable and interactive development of all river regions. Also, this thesis takes western river region as an example, analyzing deeply on how to maintain sustainable and cooperative development in the river regions.
