As the basic unit of the national economy, the county economy which is full of vitality and concerned by all circles of society on the process of building the all-round well-off society and a new socialist countryside has become the main theme of China's social and economic development.County economy is a regional economy which is composed of various economic sectors in the scope of county and a combination of the city economy and the rural economy, County economy is also the essential basic of the country's economic development and social stability. At present, China has more than 2,000 counties and county population of 940,000,000 people, accounting for China's total population of 73%. the development level of county economy has a great impact on the entire national economy and social development, Since Reform and Opening-up, China's county economy develops rapidly, but in the new situation the county economy faces many difficulties and problems and its development potential has not been fully exploited.In this paper, the author have a comprehensive analysis important role on the county economy in the national economy, then discuss close interralation of the development of county economy and industrialization in rural areas, rural areas Urbanization and modernization of agriculture from two special perspectives, a regional perspective (rural industrialization and urbanization in rural areas) and the industry perspective (the modernization of agriculture), And build their relationship model, try to explore the internal relations deeply between the modernization of agriculture, rural industrialization and urbanization and the development of county economy, in order to Seek a breakthrough in the Impelling Strategy of"rural industrialization,rural urbanization and agricultural modernization", Providing jobs for the transfer of rural labor force and increasing farmers'income through the promotion of rural industrialization; reducing the city and countryside disparity by accelerating the process of urbanization; improving agricultural markets and the level of modernization through agricultural modernization, in order to inject new vitality into county economy, and seek the optimum path of the the linkage between Liaoning county economy and"rural industrialization,rural urbanization and agricultural modernization"for the development of county economy in Liaoning, then make contribution to promoting the northeast old industrial base. The paper includes 6 chapters:The first chapter introduces the background and significance of this research, analyses the status and role about the county economy in the national economy, and presents a systematic retrospect the research progress. on the county economy and the"rural industrialization, rural urbanization and agricultural modernization,"at home and abroad.Chapter 2 analyzes basic issues of County Economy, detailedly discusses about the basic theory such as county and the county economy, the connotation of the county economy and basic features of the county economy, the study indicated that the basic characteristics of the county economy can be summed up as"Five Characters", that is comprehensiveness, difference, openness and imbalance. Chapter 2 also analyzes the status of the county economy and development trend in China, pointing out that the modernization of agriculture, rural industrialization and urbanization in rural areas is the development direction of the county economy.Start from the connotation and the theory of rural industrialization and industrialization, Chapter 3 studies the theoretical basis for rural industrialization, the process and constraints of rural industrialization development, then concentrates in expounding interrelationship between the county economy and industrialization.
