The Research On The Theory And Practice Of The Ecological Non-commercial Forest Compensation Mechanism In Beijing

With the fast development of social economy,human beings have more demands for the safety and quality of ecological environment.Ecological forest plays an important role in the improvement of ecological environment,the protection of biological diversity,the regulation of climate and the sequestration of carbon.It is the inner requirement of the development of social economy to speed up the construction of ecological forest.However because of the positive externality its value cannot be realized in the market,which leads to the great discrepancy between the input and output of its managers,resulting in the shrinkage and damage of ecological forest.It is well acknowledged by domestic and overseas scholars that the ecological forest resources can be protected and enlarged by means of ecological compensation.This dissertation is a theoretical research on the compensation mechanism of ecological forest, focusing on the stipulation of compensation criterion and methods,constructing a model to crystallizing the compensation criterion and discussing the framework and content of encouragement,restriction and safeguard mechanisms concerning the compensation policy of ecological forest.Based on the conclusions of theoretical research,the effect and problem which lie in the enforcement of the ecological compensation mechanism and policy in Peking are analyzed and assessed.Furthermore,in order to perfect the compensation mechanism of ecological forest in Peking the policy suggestion is put forward.The main content and originality of this dissertation are listed as follows:1.Clarify the concept and connotation of the compensation mechanism of ecological forest in Peking.The compensation mechanism of ecological forest is defined as follows:it is a comprehensive system together with methods and organization arrangements employed to guarantee and stimulate the construction of ecological forest and turn its compensation into realities.That is to say,it is a specific operational mode of compensation which includes the compensation components and performance patterns in detail.In the meantime in order to ensure the successful implementation of the compensation mechanism,there should be the corresponding safeguard measures.2.The compensation criterion should grasp the essence of compensation and take all the influential factors into consideration,such as the cost,profit,economic development and ecological region when stipulated.The formula to standardize the compensation criterion is as follows:E=[(C+V+P-M)×(1+K1)×K2×(1+K3)]/K43.As for the compensation policy of ecological forest,The subject and object of encouragement,restriction and safeguard mechanisms during the procedure of operation are discussed together with its content and operation methods theoretically.The content stipulations and application methods should meet the requirements of compensation objects at different levels.The corresponding laws concerning the compensation policy of ecological forest should be enacted,which is an optimal objective as well as an essential part in safeguard mechanism.4.The implementation effects and its problems of compensation mechanism of ecological forest in Peking are analyzed and assessed theoretically and practically.5.The suggestions to complete the compensation mechanism of ecological forest in Peking are put forward and its compensation criteria are evaluated,whose sphere should be RMB 70-347.The stipulation of compensation criterion is the core and nodus of compensation mechanism of ecological forest in Peking.The encouragement,restriction and safeguard mechanisms give the guarantee of the enforcement of compensation policy.The research of this dissertation hopes not only to provide some references for the construction of safeguard mechanism of ecological forest in Peking but also to broaden the horizon in other regions when compensation criterion is stipulated and compensation policy is completed.
