The conflicts between supply and demand of land resources in our country became more serious with advance of the rush hour of birth, industrialization and citification. On the other hand, the questiones that the low land utilization level and unreasonable land utilization structure are abroad, which badly limited the sustainable development (SD) of our social and economic system. It has on a theorical and practical significance to settle the severe constraints of land to economic development and change low land utilization status.The dissertation aims at improvement of urban land intensive utilization level based on economic sustainable development (ESD). After research progress, SD and land utilization are deeply discussed, it analyzed the goal, characteristics, system structure. Then an evaluation model of land intensive utilization is established based on information entropy theory. And an Ecological Footprint (EF) model and Ecological Carrying Power (ECP) model are proposed to analyze SD ability with consideration of ESD, also a demand predicting model of construction land is built with Cobb-Douglas production function. On this basis, a series of policies suggestions and measurements of land intensive utilization are raised from land utilization stratrgy, planning and institutions. Finally, take Binhai New Area of Tianjin as an example, it evaluated and analyzed land intensive utilization level and land ECP status of Binhai New Area, and pointed out the land utilization questiones of Binhai New Area. Then it predicted the 2010 land demand of Binhai New Area, and indicated the future land demand gap of Binhai New Area. On this basis, some polices measurements and suggestions are gained.The creative work is as follows:1. The evaluation matrics and evaluation model of urban land intensive utilization are built with information entropy theory. And land intensive utilization level of Binhai New Area is analyzed, and the questions concerned are proposed.2. The EF and ECP model are constructed to analyze the land EF and ECP status. And the land EF and ECP status of Binhai New Area are discussed and ESD ability of Binhai New Area is addressed.3. A demand predicting model of construction land is set up with Cobb-Douglas production function, and the variables are analyzed and multicollinearity is reduced by principal component analysis. And the 2010 construction land demand of Binhai New Area is predicted and the future land demand gap is indicated.4. A series of policies suggestions and measurements of land intensive utilization are raised from land utilization stratrgy, planning and institutions.
