The employment of Jilin Province is an epitome of the severe Chinese employment. The exploration, research and solution of the medium and long-term employment problem in Jilin Province have an important theory meaning and practical significance to deepen Chinese theoretical research on employment and relieve employment pressure.Taking the Marxism economic theory as the instruction and combining the situation and the future development tendency of Jilin Province, this thesis carries on more comprehensive and thorough analyses to the employment problem faced by Jilin Province in the first 20 years of 21st century. And according to this, the thesis proposes the strategic objective and countermeasure of employment. It logical thinking is: analyzing the basic background of the medium and long-term employment problem in Jilin Province at first, which is the research basic premise; afterwards emphasizing on the analysis of the dynamic development tendency on supply and demand of labor force in that Province; then to discover the key factors that affect the medium and long-term employment; based on this, determining the main research contents of this thesis.Speaking from the aspect of policy, there are crucial connections between development trend of the medium and long-term employment in Jilin Province and the following several policy factors. First, the innovation of the employment system, which not merely relates the employment of labor force in cities, but also directly affects the shift of the surplus rural labor force in Jilin Province. Second, the policy of the economic structure adjustment, especially the industrial policy, which is not merely the core content of economic adjustment, but alsorelates the value orientation of government on the two great important targets--economicgrowth and the living standards of the people in particular period. Third, advances of the policy on integration of urban and rural areas, which influences the surplus rural labor force's opportunity and further development problem directly and relates whether could gradually narrow the disparity in urban and rural areas, whether could realize overall plan development of urban and rural areas, whether could improve the harmonious progressive degree of the society; Fourth, the human resources development policy, which directly relates the settlement of the structural contradiction of workforce's supply and demand, which is also a strategic decision-making that guarantee the social and economic sustainable and healthy development.Along this thinking, the basic frame of the thesis is:Chapter one mainly introduces the basic employment situation and studies the theory and policy backgrounds of the medium and long-term employment problem in Jilin Province, on this foundation, analyzing the long-term employment strategy goal as well as the corresponding strategic countermeasure.Chapter two reveals the principal contradiction and policy factor that the medium and long-term workforce's supply-demand relationship in Jilin Province faces on the basis of analyzing the current supply and demand situation of workforce which offers the basic basis for establishing the frame of this thesis. And finally combining the current situation, it makes prediction to workforce's supply of 2010-2020 year in Jilin Province.Chapter three mainly introduces meaning and function of the employment system, based on analyzing the changes of the employment system and its appraisal in our country, and puts forward policy recommendations in order to advance the Jilin Province employment system innovation.Chapter four mainly introduces employment structure, its changing rule and the interaction mechanism of optimization and upgrading of industrial structure and employment structure; On the basis of analyzing the change of upgrading and main characteristic of industrial structure in Jilin Province, it put forward adjustment mentality and countermeasure of employment structure of Jilin Province.Chapter five mainly introduces the important significance of integration of urban and rural areas. On the basis of analyzing the employment question in urban and rural areas under the background of integration of urban and rural areas of Jilin Province, it proposes the basic thinking-promoting employment in urban and rural areas.Chapter six mainly introduces the meaning and basic content of human resources development and analyzes the situation and the outstanding problem of human resources in Jilin Province. Then it proposes the essential way to improve the efficiency of human resources development in Jilin Province.
