| The regional independent innovation is a kind of innovation activities and innovation theory in the regional economic development. The independent innovation ability has become the decisive factor to gain competitive edge by regions. Stimulated by the Revolution of Science & Technology, various regions have chosen the promotion of science & technology progress and independent innovation as the development strategy to enhance competitive edge, as well as the protection and monopoly of independent intellectual property rights of high technologies as crucial means to participate in the international competition. To improve the independent innovation ability and to establish innovation-oriented country have become the major targets of the national economic society development. Therefore, the research on theories and practices for independent innovations has been the hot topic attracting attention and deep discussion from scholars. However, the current theoretical research and practical research on the regional independent innovations and their implementation mechanisms are still insufficient.With multi-disciplinary theories and methods such as regional economic development theory, innovation theory, modern systems science, etc., this paper studies the independent innovation theory in the regional economic development, uncovers the implementation mechanism of regional independent innovation and its inherent mechanism, conditions and process to boost economic development, and constructs the model for implementation mechanism of regional independent innovation. As an integrated system, the regional independent innovation is consisted of 4 subsystems, i.e., power system, condition system, process system and regulation system. The constituents of this system and their action patterns must be dynamic and self-organized, changing with changes of external world, and continuously self-updating and self-developing. The paper studies the driving and regulating functions of the power and regulation systems of regional independent innovation upon the implementation of regional independent innovation, analyzes the support function of conditions of regional independent innovation upon the implementation of regional independent innovation, discusses the implementation process of regional independent innovation, and studies the related issues, such as construction of regional independent innovation platform, utilization of knowledge resources, operation of invested science & technology capital, cultural construction, institutional supply, strategic technology and industry selection, strategic design, etc., building up the theoretical frame of independent innovation for regional economic development relatively systemically.The paper is consisted of 12 sections, divided into Introduction, Conclusions and 10 chapters of main body.The Introduction of the paper mainly describes the topic selection background, research meaning, current research conditions at home and abroad, as well as main contents and research methods of the paper.Chapter One, Theoretical Basis of Regional Independent Innovation. It reviews the paper-related regional economic development theories, regional innovation theories, as well as theories and practices of modern systems science, forming the references and lessons for the development and deep research of this paper.Chapter Two, Meanings and Implementation Mechanism of Regional Independent Innovation. It interprets the connotation of regional independent innovation, presents 5 layers of meanings of regional independent innovation, builds the model for implementation mechanism of regional independent innovation, analyzes the implementation mechanism of regional independent innovation in 3 aspects, i.e., power and regulation constituent system, condition constituent system and process constituent system, and discusses the epoch meaning of regional independent innovation in 7 aspects.Chapter Three, Construction of Regional Independent Innovation Platform.
