With the alarming increase of Chinese national economy and urbanization, the exploitation of urban underground space has experienced great development. Meanwhile, many accompanying problems have complained big cities. Obligation distribution of governmental departments isn't definite enough. The relationship between urban planning and underground space planning is inconsistent. Contradiction exists in different layers of underground space. Socioeconomic support is deficient for large-scale exploitation. Laws and regulations in this field need amplified. From a long-term point of view, these problems have become the source of greatest complaint for sustainable development of urban underground space. The thesis works on evaluation model for urban underground space under sustainable development strategy. The thesis stresses the study of finding problems in the process of urban underground space exploitation, furthermore, puts forward corresponding policies providing decision-making support to urban development.Retracing definitions of sustainable development in fields of ecology, environment and resource, the thesis define the sustainable development of urban undergroud space as an optimized pattern on the premise of pratical need to urban development and economical feasibility, considering the need of development in the future, avoiding destructive exploitation, maximizing the benefit of underground space. Based on correlated research on sustainable development of natrual resource and exploitation of underground space the thesis proceeding from system viewpoint integrates mutual effect and restrict among socioeconomy, ecotope, urban fuction, human activity and exploitation of underground space, and advances index system as the evaluation framework for sustainablity evaluation.Analyzing conception, feature, structure and fuction of it, the thesis divides the sustainable development system of urban underground space into survival support subsystem, development support subsystem, environmental support subsystem and intelligent support subsystem. Based on this the evaluation index system establishes a three-layer fuzzy comprehensive evaluation model. Aiming at the evaluation data, corresponding policies advanced for improve sustainablity of subsystems. Summaries and main creative points presented in the thesis are followed:A new evaluation index system for sustainable development of urbanunderground space is offered under the principle of coherency, systematicness, dynamic property, operativeness, combination of quantitative indices and qualitative indices. It involves stratification with general aim (sustainable development of urban underground space), sub-aim (sustainable development of subsystems), subject and index (72 indices). This index system could describe the exploitation state of urban underground space and supervise exploitation trend.A method of fuzzy comprehensive evaluation for sustainablity of urban underground space exploitation is put forward. The three-layer fuzzy comprehensive evaluation model accumulates from indices to general aim. The first stage evaluation is accumulation from indices to subjects. The second stage evaluation is accumulation from subjects to sub-aims. The third stage evaluation is accumulation from sub-aims to general aim. Data of the indices were fixed by the Delphi method. Fuzzy comprehensive evaluation matrixes of every theme, every subsystem and the whole system multiplied by relevant important-weight matrixes is the final numerical value of sustainability for urban underground space exploitation.According to weak links of subsystems, concrete policies about exploitation scale, development pattern, investment style, effectiveness analysis, function location, management department installation, crisis management, legislation, public participation, etc. are expounded in the thesis.The thesis choose a specific city to demonstrate application of the evaluation model and policies. Finally, the thesis summarizes power points and advances some problems need resolved.
