Research On Comprehensive Evaluation Index System Of County Scientific Development

With the implementation of scientific outlook on development and building a society of harmony, the theory and practice on regional development are undergoing profound transformation. As the most basic administrative unit with complete functions, county is in a dominant position in terms of both area and population. Therefore, the importance of county development is self-evident. The measure and evaluation on county development play an important role in guiding, inspiring and motivating.In traditional view, county development is simply equivalent to the development of economy. Traditional measures and evaluation focused accordingly on describing and comparing county's economic strength and competitiveness. The harmonious development of human and nature, human and society, and the development of people themselves are all overlooked.As a result, it is impossible to reflect objectively the reality of county development.In recent years, the Party and state has proposed the evaluating system of scientific development, related research attracts increasing attention. At present, there is a great many microscopical and specialist research on this issue, but most of the evaluation index system does not go out of the traditional framework, in which indicators reflecting scientific development have not been included.Aimed at problems in county development, this thesis puts forward the basic content, principles, methods and relevant policies of county scientific development, based on analyzing regional development as well as theories, methods and practice to evaluate both domestic and international.According to their influence on county scientific development, the thesis also proposes the index system of comprehensive evaluation to county scientific development and builds up the comprehensive evaluation model of county scientific development. Taking seven years development of Shanghe county, Shandong Province as an example, it makes an empirical research on the comprehensive evaluation index system.Finally, according to the status of Chinese county scientific development and comprehensive evaluation, combined with the results of empirical research, this thesis analyses the universality of comprehensive evaluation index system of county scientific development, then puts forward advice and suggestion to Chinese county scientific development and comprehensive evaluation.
