It is very important to develop the cultural industry in current China. In developedcountries, newspaper industry, which is an important cultural industry, holds a notableposition. In America, newspaper advertisement holds a dominant position, the amount ofwhich, in a long term, exceeds that of TV advertisement, occupying 20% of the totaladvertisement. The selling price of《New York Times》is 1$. Every newspaper, averagely,would bring about incomes of 443$. The newspaper industry in China, comparing with theone in developed countries, lags far extremely behind. In 2000, the advertisement incomeof just 《New York Times》 is close to the total advertisement income of all thenewspapers in China. The average amount of newspaper for Chinese falls far behind thelowest standard for the developing countries drawn by UNESCO. In China, newspaperindustry and TV industry, that run neck and neck with each other, have became the mosttwo important parts of media industry, which is the most essential profitable industry incultural industry in China. The backwardness of newspaper industry in China exercises agreat influence directly on the development of cultural industry in China, and furthermorecauses other social problems. The regulation system for the newspaper industry in China is the main reason for theproblems in the fields of newspaper industry and social effect. In the era of networkeconomy, there are still huge spaces and great significance to develop the severe backwardnewspaper industry in China. The development of newspaper industry is beneficial to thedevelopment of cultural industry in China, and moreover causes good social effect.Meanwhile, many problems in newspaper industry are the same ones existing together inother media industries such as the industries of broadcasting, TV, etc. From this point ofview, the research of newspaper industry surpasses the development of itself. Theresearching achievement of it brings great reference value to the development of relatedcultural industries. Owing to the fact that people take the newspaper industry in China as thepropagating cause, the newspaper industry has became the gap in the researching area inindustrial economics. This thesis, which is very realistic, for the first time, applieseconomic methods to research the newspaper industry, to analyze the regulation problemof it, and furthermore puts forward the reconstruction of regulation system and suggestionsfor the development of newspaper industry. The train of thought is as following: The fist two chapters give us clear expoundingof some basic concepts and theories, such as newspaper, newspaper industry, regulation,etc. The third chapter is the analysis of the regulation problem for the newspaper industryin China. The fourth chapter provides us the historical reason for the regulatory problem ofnewspaper industry now in China, and further draws from it some conclusions, providingfor the last chapter. The fifth chapter gives us an introduction of the history and currentsystem of the regulation of newspaper industry in foreign countries, which we can use forreference. The sixth chapter, further clarifies the theoretic and realistic foundation for thereconstruction of the regulation of the newspaper industry in China, and furthermore raisesthe goal, policy of the reconstruction of the regulation on the basis of the analysis of the 8011025510 陶志峰 中国报业规制问题研究above chapters.
