With the development of C hinese economy, the development of C hinese cities gains more and more attention from the whole world. In metropolitan economy regions shown by city aggregate form has become the focus of the priority to the development of the central government. Nowadays, nearly 20 large metropolitan economic zones have been set up in our country. Among the metropolitan economic zones, the overall regional economic development levels of two most important metropolis circles, known as Beijing- Tianjin-Hebei and the Yangtze River Delta metropolis circles are much higher and ahead. The total economic development indicators cover the majority of the country, playing an increasingly important role in national economy. These two metropolis circles, as an important growth pole zone of China’s economic development, are the typical areas and the main representatives of the urban system development and evolution, having certain representativeness and enlightenment significance for the research of the urban system and mechanism evolution.In this paper, the writer studies the relations between the primary and secondary cities in two metropolitan circles and their effects on the development of metropolitan circle industry. From establishing the pattern of the city circle relation model between primary and secondary cities, the influence of relationship between them on the internal industry development, as well as on the basis of the deep examination of relationship between primary and secondary cities in metropolis circles and the change of industry development, the writer explores the influence of the former on the latter and compares the development and the present situation of the Yangtze River Delta and Beijing- Tianjin- Hebei metropolis circles thus to give some research conclusions.This article is divided into eight chapters altogether. The main idea of the research is as follows:First of all, on the basis of the existing theory and research, the writer gives a brief analysis about the two metropolis circles, gives structure of city grades in two metropolitan circle cities and divides into main city centers and secondary cities by applying mathematical models. The first chapter is an introduction, in which the writer mainly introduces the meaning of research purposes, the definition and research framework and strategy. The second chapter reviews on the theory of city circle relating to the predecessors’ theory and the theory of relationship between the city urban areas to give the writer a chance to summarize the studies on the influence of industrial development. The third chapter discusses the present situation of development of city circles in our country, with two general overviews of metropolitan areas and the primary and secondary divisions in metropolitan circle cities are discussed. Mathema tical model has been constructed through the division of primary and secondary cities. The writer also gives two structures of city grades of primary and secondary cities in metropolitan areas.Secondly, the writer analyzes industrial structures of metropo litan areas and general rules in the industrial development in the research. After subdividing the industry and selecting a specific city, the law of primary and secondary urban industrial development presented mainly in the fourth chapter is studied.Thirdly, the writer focuses on the internal relations among city circles. The framework of the primary and secondary cities is formed with the application of mathematical model. Meanwhile, having internal relationship between primary and secondary cities and its influence on the development of the industry in metropolis circles is compared. The fifth chapter mainly discusses the symbiotic relationship between primary and secondary cities, and the influence of symbiotic relationship on industry development. By b uilding a symbiotic relationship model of metropolis circles, a method combined with the existing data demonstration is analyzed. The sixth chapter mainly discusses co-competition relationship between primary and secondary cities, and its influence on the development of the industry. The writer gives descriptive diffusion effect models and mixed models of measurement, studies the subdivision of industry in metropolitan areas, and lists effects on co-competition relationships between primary and secondary cities.Finally, combined with large metropolitan circle development experience in western developed countries, the writer gives the conclusion and some policy recommendations. Among them, the writer studies the revelation of the city circle development of o ur country by research on metropolitan areas in New York C ity and Tokyo circles in the seventh chapter. Conclusion and some advices are given in the eighth chapter.The main argument in this paper is as follows:(1) The internal relationship between primar y and secondary cities metropolitan circles is more complex. In this paper, the writer studies two kinds of relationships between primary and secondary cities: symbiosis and competition relations. Relations between two kinds are presented respectively from different aspects of the city circles referring to the internal mechanism of interaction between primary and secondary cities. Furthermore, the relations between them exist in the city all the time. The strength of the relations between the two kinds of d ifferent relations causes the mutual influence between cities differently.(2) The metropolitan circle in the evolution process of industrial development reflects the structure characteristics as follows: with the rising of competitiveness(main cities) in metropolis circle center cities, the industry gradually approaches an evolution of a wide range of radiation, senior services with strong radiation ability and the industry of high value-added manufacturing; Under the influence of two kinds of relationship, first subordinate cities(1st level cities) in the metropolitan circle, the industrial structure in the radiation range is not big; General cities(2nd level cities) are under the dual forces of the industrial structure to the local service oriented in between the main and subordinate cities. They are in a low value-added manufacturing industry chain as well as at the end of the evolution. The obvious characteristics of labor division appear in the process of the city circle industry development the industrial division, promoting the growth of city circle economy.(3) The inner relationship between primary and secondary cities of metropolitan circle city has an important influence on industry development. Its mechanism is mainly manifested in: each city industry has different factor and endowment. In the condition of market economy, the pursue of maximum benefit, longing for each other’s factor and endowment, and the protection of his own factor endowment is different, leading to different forms of city industry development. Different force of development in city industry between two kinds of relationship causes different level of city circle development.(4) The general trend of development of the city circle industry is continuously fundamental and rationalizational. As you can see from concrete analysis on Beijing- Tianjin-Hebei metropolis circle, the former economic development level is higher than the latter; its industry development has entered into a relatively high phase. But the level of the indus try in Beijing is beyond most cities, relevant to the special city statue of Beijing. According to different regional characteristics and the current development level, metropolitan circle in our country should formulate respective development direction. The Yangtze River Delta can be used as important reference.The inner industrial development in metropolitan circle also has the corresponding reaction on the formation and development of relations between the primary and secondary cities. Its mechanism also needs further research, but not as the focus of this article.
