Frequent floods and droughts happen in China. Water Conservancy projects are core events in governing our country. Water issues are related to economic stability, social stability, food security, environmental protection, floods prevention, water supply security, and all aspects of human life. Since the founding of PRC, especially the reform and opening up, China’s water conservancy construction has shown significant progress, and made substantial contribution for sustainability, as well as social and economic development. However, there is still having a sizeable gap between the status quo of China’s water conservancy construction, and social and economic demand. Poor water infrastructure and unbalanced development different location are still serious. Natural Disasters happened frequently in recent years pose greater challenge to rural areas with relatively weak water infrastructure. Therefore, It is urgently needed a scientific approach to understand the current situation of water conservancy investment and management system, and its core problems. From the public governance perspective, scientific analysis of the overall demand of China’s water conservancy investment is also necessary. Compared to other domestic industry investment and crucial experience of the investment and financing management system in developed countries, this paper advocates innovative direction of water conservancy investment and financing system in line with China’s national conditions.This paper is comprised of9parts. The first part is an introduction. This thesis expounds the causes and purport, research targets and core principle, literature research, research methodology, innovation application and research limitation. The second part is to interpret the theoretical basis of this study. The third part is to interpret the evolution of water conservancy investment and financing of China. The fourth part is to review the experience and inspiration of water conservancy investment and financing of developed countries in worldwide. The fifth section is comparative analysis of the other relevant industry experience of investment and financing system for reference. The sixth part is the description of innovative direction of water conservancy investment and financing of China. The seventh part is the conclusion and prospect.The innovation issues of this thesis:The innovation of this paper mainly reflected in two interrelated aspects.First, public governance theory has been successfully applied in many areas of public management issues. A relatively large number of fruitful outcomes are obtained. However, research study is still rare involving to the use of public governance theory to the reform of China’s water conservancy investment and financing management system. This thesis attempts in this regard to use public governance theory to study the scientific investment of our water infrastructure which affecting to the livelihood of grassroots and regulating their social life with economic impact. To certain extends, the investment would make the grassroots community more stable with healthy development. At the same time, it can achieve the purposes of social governance, and strengthen the fundamental construction of society.Second, the study results of water conservancy and investment are very much from different angles, at home and abroad. However, research is still rare involving to discuss the management system of water conservancy and investment from the perspective of public governance. This paper is to propose this new perspective from the public governance of the investment and financing system reform and its measures.
