Research On The Management System Of Modern Urban Water Affairs For Sustainable Development

The crisis of water resources,nowadays, is becoming serious in the world, which has already closely related to poverty, sustainable development, world peace and security. In recent two years, the United Nations has repeatedly stressed that the keystone of water resources issues rest with the urban water resources, the core of which is management.There is no denying that the crisis water resource exists in global range. Gradually, all sorts of research and try on the management of urban water affairs have been doing, in large measure, which also have gotten a lot of experience and lessons. Our country is an agricultural country, always attaching to the development and use of water resources, however, it is hard to solute those problems for a long time,such as weak management supervision of urban water affairs, few, dirty, wasted water resources and network aging, which affects economic development and social stability.The management of urban water affairs is benefit for the development of urban, which offering flood safety, water supply to ensure to protect water environment and resources, and the sustainable utilization of water resources ensuring sustainable development of society economics, in order to realize cross-century modernized grand objects. Since the limitedness of water resources, the management of urban water affairs is not only considering the present,but also thinking the future generations to meet the requirements of the development. It is an important research on the management system of modern urban water affairs for sustainable development in this area, which is crucial to the development of world peace.By analysing the research and development state of local or overseas urban water affairs management, using advanced practical experience, combining with the realities, and the sustainable development of water resources, the management system of modern urban water affairs was researched, mainly included as follows:(1) Based on sustainable development, the management system framework of modern urban water affairs designed was suitable for the realities of our nation, and the related functions and specific operation has been clearly defined. (2) In order to solute the problem about the management of modern urban water resources, it has studied on the way of sustainable development and use of urban water resources, and also proposed the corresponding security and society supervision mechanism.(3) Against the issues of investment and financing management of modern urban water affairs, the first important thing was to analysis the fund sources, and then sent out some fit models, methods and other cautions of investment and financing.(4) In allusion to the issues of operation mode of modern urban water affairs, operation modes, operating methods and its attention for our country were proposed.(5) Aim at the issues of evaluation of modern urban water affairs, the research was beginning with assessment principles, referencing on the index system from Zhang Fei, and then evaluating of the management of modern urban water affairs by optimized analysing methods.(6) In order to reform the management system of modern urban water affairs in Shenyang, the management experience and lessons were analysied from architecture, investment, operation, security and innovation of science and technology, and then indicating the future developmentl direction.
