| 1.BackgroundAccording the charter of the United Nations (UN), the purposes and principles are made for four aspects. To maintain international peace and security;To develop friendly relations among nations;To achieve international co-operation in solving international problems, and in promoting and encouraging respect for human rights;To be a centre for harmonizing the actions of nations. At the beginning of the charter, the first purpose of the UN definitely point that to maintain international peace and security, and to that end: to take effective collective measures for the prevention and removal of threats to the peace, and for the suppression of acts of aggression or other breaches of the peace, and to bring about by peaceful means, and in conformity with the principles of justice and international law, adjustment or settlement of international disputes or situations which might lead to a breach of the peace. It is one of the important means that the UN peacekeeping operations is to fulfil its purpose, responsibility for maintaining international peace and security. Since the first UN peacekeeping operation deployed in the Middle East in 1948, the UN has processed 60 peacekeeping operations allover the world. About 120 countries have provided nearly 800,000 military force and civilian police in peacekeeping operations. Now, blue berets or "Blue Helmets" has become an important symbol of the UN, and they are playing an important role in abating regional conflicts, preventing or reducing the bloody conflict and the peaceful settlement of international disputes. The successful peacekeeping operations not only enhance the prestige of the UN, but also build up its strength of dealing with the international affairs, and get the acclaim or support by the international community and universal.Chinese military force participation in the UN's peacekeeping operations is a part of China's overall diplomacy. Since the UN restoring china's legitimate seat in 1971, China has consistently supported and actively participated in the peacekeeping operations of the UN. Since 1990, China has deployed more than 4,000 military personnel in 14 UN peacekeeping operations. Today, China is the second-largest contributorof police forces among the permanent members of the UN Security Council for peacekeeping efforts around the world. Until March of 2004, there were a total of 858 Chinese military peacekeepers working in UN peacekeeping missions in Liberia, which include three contingents, medical, transportation and engineer. At present, the Chinese peacekeeping troops have deployed its logistics force serving in the ongoing UN peacekeeping operations in the Democratic Republic of the Congo (DRC), Liberia and Lebanon. During the September 2004, Nanjing general hospital of the Nanjing military command area was mandated to pre-deployment the second peacekeeping medical detachment in the peacekeeping operations mission in Liberia.2.ObjectiveWe have little successful experiences in personnel preparation, standby training, and medical support working procedures of the medical detachment for the UN peacekeeping operations, and the relative research in this field just initialize within the home, whereas the Chinese military force participate in the UN peacekeeping operations relatively short, particular within the implementation of peacekeeping medical tasks since 2003.The investigator of this problem utilized the special condition of pre-deployment organizing and training of the medical contingent, and studied the procedure of training and working support of the Chinese medical detachment. During the medical support of peacekeeping operations, we carried out these relative procedures, modified some items, and summarized at the same time. Through the demonstration research of pre-deployment and medical support of the Chinese peacekeeping medical contingent, we try our best to explore a suit of procedure to meet pre-deployment organizing and training Chinese peacekeeping medical detachment. We hope this research and relative projects provide useful reference for the relevant decision-making unit, research sections, teaching and support departments of internal or military aspects, and fill the gap in this field of the nation. Simultaneously, it will works for the follow-up pre-deployment Chinese medical detachment of the UN peacekeeping operations and the implementation of their medical task.3. ContentAccording the request of the UN peacekeeping operations and the characteristic of UN medical support, we studied some aspects ofChinese peacekeeping medical detachment which includes stand-by protocol, medical support plan, combat stress control, security project, logistic support, and evacuation program.a. Stand-by programs: including personnel preparation plan;vaccinating for contagious disease;pre-deployment organizing and training.b. Medical support plan: including the organization of medical support system of the UN;the principles support and object;the establishment of medical support plan and infections.c. Medical procedure: including the procedure of clinical and emergency treatment of Chinese level II hospital;the system of first aid;the responsibility of medical stuff;the system on duty, hand over and inspection;the management of medical records or files;the police of medical support and combat medical readiness.d. Personnel hygiene and contagious disease prevent: including the system of food hygiene of the detachment;personnel hygiene supervise and quality control;water supply and security;entomology control;the system and plan of common and epidemical disease prevention.e. Combat stress control: including psychology training;stress management and self adjust of medical personnel;combat stress control and psychological nursing.f. Security project and trauma prevent: including camp security plans;urgent evacuation protocol;incident prevention plans;ordinary trauma prevent and treatment;special defense plans and program.g. Logistics and equipments support: including medical and electronic apparatus sustainment;communicate facility maintenance;vehicle use and servicing items.h. Return and evacuation program: including the basic items of preparing return and evacuation;the rules of limitative, dangerous and prohibited articles.4. Methoda. Documents referenceWe not only gathered related information about the UN peacekeeping operations, and studied the implementation mission of the first Chinese peacekeeping medical detachment from World Wide Web, but referenced the domestic documents including translated files. Through the analysis of the work of UN peacekeeping medical characteristics and laws, and the specific conditions of the Chinese military force, we established anintroduction of pre-deployment organizing and standby training program for the second Chinese peacekeeping medical contingent.b. Consultation expertThrough the communication with the former peacekeeping military observers of Chinese, the experts of the Department of Defense Office who had the negotiation experience and signed the "Memorandum of Understanding", and the organizer of the first group of peacekeeping medical team, we modified the medical support program of the Chinese peacekeeping medical detachment, and strengthen its scientific feasibility.c. Demonstration researchAccording mandate tasks for selected pre-deployment organizing and training, we practiced the established working program of stand-by and medical support items in peacekeeping operations, and investigated the program utilized in peacekeeping medical support practice. 5. Result/ConclusionThrough the complete analysis and discussion, we fund out the shortage and difference between the established stand-by program, medical support project and the mandate of request of the UN peacekeeping medical support. We explored their inherent characteristics and rules, and pertinence corrected this programs or plans much perfect. We instituted a suit of procedure to meet pre-deployment organizing and training the second Chinese peacekeeping medical detachment and medical supports with china's character.1.
