Teaching supervision is to monitor, assess, and guide the quality of education and teaching. Through examination, supervision, evaluation, summary and analysis of the education activities in the whole teaching process, the teaching situation and quality can be timely and objectively feed back to the school leadership, teaching management departments and teaching and learning participants, and certain suggestions to improve the education and teaching quality can be put forward.Research purposes:1. To explore the characteristics of the teaching supervision mode of higher education institutions; 2. To build the evaluation index system of teaching supervision in colleges and universities, and to use empirical research on the index system for analysis.Research methods:Based on current modern university development concept and the domestic and foreign advanced experience, systematic literature searching, field research, questionnaire survey and other research methods were applied to analyze and study on teaching supervision mode, to discuss the characteristics of different colleges and universities’teaching supervision mode, in order to provide references for mode setting, structure management and operation of teaching supervision in higher institutions.Based on evidence-based methods, we first to construct a scientific and standardized teaching evaluation system for Chinese medicine colleges and universities. Then by using the Delphi method, opinions and suggestions from the experts were collected to modify the teaching supervision and evaluation index system. The reliability of final evaluation system were appraised and analyzed through empirical research, to provide objective and quantitative references for future higher Chinese medicine colleges and universities’teaching supervision.Results:1. By researching China’s "985" and "211" colleges and universities teaching supervision mode, the China’s general situation of colleges and universities’teaching supervision can be reflected.2. Six universities with higher rank and featured teaching supervision system were interviewed to collect the detailed information.3. Six typical countries from four continents were selected, and their teaching system such as the origin for higher education in medical institutions, educational institutions, the number of initial stage of education the students, educational system, curriculum system were compared through literature research, interviews and other research methods, to provide references for future international communication and construction of featured teaching supervision system.4. By reviewing the domestic and foreign teaching supervision system, surveying the domestic universities, analyzing the featured universities’supervision system, and comparing the teaching supervision system at home and abroad, two-stage university and college teaching supervision mode was suggested.5. After literature searching,558 records were retrieved, of which 166 were extracted and at last 3052 indexes were collected. Through focus group interviews and expert consultation method, preliminary index system was constructed, and after three rounds of Delphi conferences, the index system was finalized including four first level indicators,12 second level indicators, and 45 third level indicators. Enthusiasm of experts, expert opinion concentration and discrete degree, and experts authority were analyzed. In terms of experts enthusiasm, the first round of Delphi survey sent 20 questionnaires and received 20 at last, for which the response rate was 100%. As two experts did not submit the questionnaires timely for certain objective reasons, actually these two questionnaires were not included for further analysis and the second and third Delphi surveys considering the limited research time. Thus for the second and third Delphi surveys,18 questionnaires were sent and 18 were submitted, and the response rates were both 100%. The concentration and discrete degree of experts advices were references for index system modification by combing with experts opinions. The authority coefficient was greater than 0.70, indicating that experts that participated in Delphi research were with good authority. Using analytic hierarchy process (AHP) to empower the index system, and considering the expert level in vector weight integrated to get the final weight.6. A university of Chinese medicine were selected to conduct pilot study. Retired people, experts and professors, youth teachers, and students were sample selected to fill in the index system, and the data were collected and analyzed to evaluate the university’s teaching supervision and to provide improvement suggestions.Conclusion:1. University and college two level supervision model should be constructed considering the characteristics of school and college. University and college should communicate and cooperate with each other to build the two level teaching supervision mode, and together to supervise, examine, guide the whole process of teaching and to insure the teaching quality.2. Chinese medicine university and college two-level teaching supervision system with higher reliability and Delphi validation, can be used objectively to evaluate the whole process of teaching, and to promote and help supervision development. Through the research on different groups of people, teaching situation of colleges and universities were evaluated from multi perspective in order to achieve the purpose of supervision, and to promote the improvement of teaching quality.
