Problems And Countermeasures Of Government Procurement Efficiency In Longyan City

Reducing government administrative costs and reducing government financial expenditure is an important measure to deepen the reform of administrative system and transform government functions.The proportion of government procurement in government financial expenditure is increasing,and its importance is becoming increasingly prominent.Improving the efficiency of government procurement can effectively improve the utilization of financial funds and save financial funds.At present,most of the research on the efficiency of government procurement starts from the policy,and the research objects are mostly top-level design and overall planning,with a relatively high level,which does not have enough guiding significance for the improvement of procurement efficiency of municipal local governments such as Longyan city.By collecting relevant data on the efficiency of government procurement in Longyan city since 2016,sorting out the specific situation of procurement work carried out by procurement management departments and procurement units,starting from reality and taking public goods theory and principal-agent theory as the theoretical research basis,this paper summarizes the use of financial funds,procurement scale,procurement mode,procurement process E-procurement and other positive efforts to improve procurement efficiency.Through the research,it is found that there are some problems in procurement efficiency,such as long procurement cycle,general procurement effect,the phenomenon of "low quality and high price" of purchased materials,non-standard procurement process and incomplete popularization of procurement platform.The causes of the problems are analyzed,and the corresponding countermeasures are put forward.By enhancing legal awareness,improving procurement system,scientifically and reasonably preparing budget Establish a professional talent team,improve the performance evaluation system,improve the construction of electronic procurement,standardize supervision procedures and other measures to effectively improve the efficiency of government procurement.Improving the procurement efficiency of Longyan municipal government is conducive to reducing the waste of financial expenditure,reducing administrative costs and improving the administrative efficiency of Longyan municipal government.On the other hand,it is conducive to reducing the phenomenon of rent-seeking corruption in government procurement,so as to improve the image of Longyan municipal government.
