Research On Green Agriculture Industrial Cluster Planning Based On "Three Chain Isomorphism"

In recent years,China’s agriculture is developing rapidly,and agricultural industry clusters have become an important carrier of county agricultural development.However,as far as the social environment is concerned,the three chains of industrial chain,value chain and supply chain are broken in the development of agricultural clusters,and the mechanism of linking interests is not perfect;As far as the natural environment is concerned,there are serious problems such as increased pollution in the agricultural environment and excessive consumption of resources.It is urgent to develop a green agricultural industry cluster with three perfect chains.At the same time,General Secretary Xi Jinping,while attending the deliberations of the Henan delegation at the second session of the 13 th National People’s Congress,pointed out that “extending the food industry chain,enhancing the value chain,creating a supply chain,continuously improving the quality efficiency and competitiveness of agriculture,and realizing the unity of food security and modern and efficient agriculture”.Green agricultural industry cluster based on the development of agricultural industry clusters,by planning the green development of the whole agricultural industry chain,improving the agricultural green value chain,throughout the supply chain to each green link of the cluster.it both meets the development requirements of unified agricultural safety and modern high-efficiency agriculture,and also has important guiding significance for the development of green agricultural industry clusters.So,how to green the transformation and upgrading of agro-industrial clusters? The main body as the smallest unit of the network,the network as the essence of the cluster,and the“three chains” as the core of the network.How to plan the green agricultural industry cluster from the perspective of “triple chain isomorphism”? At present,there is relatively little research on the application of “three chain isomorphism” in the planning of green agricultural industry clusters in domestic and international literature.To this end,this paper explores how the “triple chain isomorphism” can be applied to guide the planning and development of green agricultural industry clusters,in other words,the problems in the development of green agricultural industry clusters and their causes are discussed from the perspective of “three chain isomorphism”,and the planning path of green agricultural industry clusters under the “three chain isomorphism”is explored.This paper takes Qi County as a case study,through the green agriculture,industrial clusters and “three chain isomorphism” research literature combing,to explore the “three chain isomorphism” and the relationship between the green transformation of agricultural industry clusters.to build a theoretical framework of green agricultural cluster planning based on “three chain isomorphism”.and combined with the statistical yearbook of Qi County and the development status of the agricultural industry cluster,the green garlic industry cluster of Qi County is planned and analyzed,find out the problems in the green development of Qi County garlic industry cluster,especially the shortage of Qi County garlic industry chain,supply chain and value chain in the green transformation,and put forward the planning path of Qi County green agricultural industry cluster according to this.Through the analysis,the following conclusions were drawn from the analysis:(1)The greening of “three chains”,namely green industrial chain,green value chain and green supply chain,is the core content of green agricultural industrial cluster planning.Industrial cluster is an effective space carrier to realize “three chain isomorphism”,and “three chain isomorphism” is the essential content of industrial cluster construction.The essence of industrial cluster is network,the local isomorphism of industrial chain,value chain and supply chain in agricultural industrial clusters is not only an important content of building agricultural industrial clusters,but also a key way to improve the resilience of agricultural clusters.The greening and upgrading of the “three chains” is an inevitable requirement for the greening and transformation of agricultural clusters.The article starts from the green upgrading of the main body and the green upgrading of the network under environmental regulation,and constructs a theoretical framework of the main body,the network and the environment.The industrial chain increases green subjects at both horizontal and vertical levels,extending the green agricultural industry chain,breaking the communication barriers between primary,secondary and tertiary industries,and promoting the green realisation of the whole industrial chain;the value chain aspect firstly upgrades green agricultural products and industrial processes,followed by four aspects of green agricultural processes,products,functions and chain upgrades to improve the green value chain of agricultural products and enhance the The supply chain aspect gives green attention to the quality,logistics and market of agricultural products,and then creates a green supply chain of agricultural products from five aspects: green procurement,green production,green processing,green storage and transportation,and green sales,which guarantees the effective operation of the green industrial and value chains.This paper focuses on the green upgrading of the network from the green upgrading of the subject under environmental regulation,and constructs the theoretical framework of the subject,the network and the environment.The industrial chain aspect first green transformation of the industrial chain subjects and links,then increase the green subjects from both horizontal and vertical levels,extend the green agricultural industry chain,break the communication barriers between one,two and three industries,and promote the green realization of the whole industrial chain;The value chain aspect firstly upgrades green agricultural products and industrial process,followed by four aspects of green agricultural product process upgrade,product upgrade,function upgrade and chain upgrade to improve the green value chain of agricultural products,and then improve the economic benefits and quality and safety of agricultural products;The supply chain should give green attention to the quality,logistics and market of agricultural products,and then create a green supply chain for agricultural products from five aspects: green procurement,green production,green processing,green storage and transportation,and green sales to guarantee the effective operation of the green industrial chain and value chain.The main body and the network of "three chains" are embedded in the creation of the local green environment,the cluster’s environmental regulation,scientific and technological promotion and policy support guarantee the synergistic development of a chain with a green development concept,the extension of green agricultural industry chain,the enhancement of green value chain and the creation of green supply chain provide the development direction for the “three chains” of agriculture and have certain guiding significance for the construction of green agricultural industry clusters.(2)The green industry cluster of garlic in Qi County has the problems of short chain,low value chain and imperfect supply chain,and the development needs to be further improved.The development of green industry clusters of garlic in Qi County needs to be further improved.There are many garlic planting areas in Qi County,which are basically distributed in every village,and the planting scale is expanding,which has become the local leading industry.However,the current situation of garlic industry cluster in Qi County has short industrial chain and imperfect chain link,which leads to the limitation of garlic development in Qi County to the primary industry;The lack of intensive processing,low brand influence and low added value of garlic in Qi County,the conflict between processing and green development leads to low economic benefits of garlic in Qi County;The imperfection of garlic supply,cold chain logistics and sales channels leads to the failure of garlic industry supply in Qi County to reach consumers on time and orderly,which hinders the industrial development of garlic in Qi County,the dot greening can be seen,but the greening of the three chains is rare,it is urgent to promote the greening and upgrading of garlic industry cluster in Qi County.(3)Based on the theoretical framework of "three chains"-subject,network and environment-the green garlic industry cluster in Qi County is planned from three aspects.Based on the theoretical framework of “three chain” subject,network and environment,the construction and development of green garlic industrial cluster in Qi County are planned from the following three aspects.(1)Green upgrading of the main body(point).In the context of a green environment,the greening of subjects in the upstream clean growing and production chain,the greening of subjects in the midstream green processing chain,and the greening of subjects in the downstream green storage and marketing chain.Based on the development of garlic industry cluster in Qi County,this paper makes a green transformation plan for the main body in the cluster.It mainly refers to the green of each subject in the upstream clean planting and production link,the green of each subject in the midstream green processing link,and the green of each subject in the downstream green storage,transportation and sales link under the background of green environment.(2)Green transformation of network(“three chains”).The network itself contains the main body,in the main body of the green upgrade and green environment based on the use of "three chain isomorphism" on the development of Qi County garlic industry cluster green industry chain extension,green value chain promotion,green supply chain to create the planning and design.The extension of the green garlic industry chain in Qi County fills and increases the green subject under the background of green high quality development.The network itself contains the main body.Based on the green upgrading and green environment of the main body,this paper uses the “three chain isomorphism” to plan and design the extension of green industrial chain,the promotion of green value chain and the building of green supply chain for the development of garlic industrial cluster in Qi County.The extension of garlic green industrial chain in Qi County is mainly carried out from two aspects: filling in and adding green subjects under the background of green environment,while complementing the main body,increase the green main body,improve and extend the green garlic industry chain of Qi County;The promotion of green value chain is based on the greening of products and processes.Starting from the “smile curve”,it is carried out from three aspects: the upgrading of green garlic industry process,green garlic products and garlic functions in Qi County,enhance the value chain of green garlic in Qi County and improve the relative competitiveness of green industrial clusters;Take the wholesale market,supermarkets,green garlic processing enterprises and other entities in Qi County as the core to create sales models of different entities,in addition,the green transformation of garlic in Qi County is carried out from the two aspects of market and logistics to build a green garlic supply chain,the supply chain of green garlic in Qi County was improved from three aspects: green garlic procurement,cold chain storage and sales,improve product efficiency,reduce costs and promote the high-quality suitable growth environment for Qi county green garlic.The creation of green environment promotes the isomorphism of "three chains" in Qi County.In terms of spatial layout,the spatial layout of "One network of the cluster,the green upgrading of the cluster also needs to improve the laws and regulations of green agriculture and restrict the sales and use of highly toxic pesticides and chemical fertilizers;Take high technology as the development support to ensure the rational production of green garlic;Increase the support of Qi County government for green garlic,create a suitable
