Research On Budget Performance Management Optimization Of N Customs Project

With the continuous development of the national economy,it is important to promote the reform of departmental budget and promote the government to improve the performance management system.As an important administrative department of the state,the customs needs to gradually improve the quality of budget performance management to improve the efficiency of the use of limited national resources,use more funds in the reform of promoting the quality of public services,better provide diversified quality services for the public,and implement the reform and development requirements of the national financial system.This thesis focuses on the project budget performance management of N Customs.Discuss the theory of project budget performance management,and combined with the relevant literature of domestic and foreign scholars,so as to provide a theoretical basis for the research of this thesis.By using the case study method and the literature research method,analyzes the customs system in the daily work project budget performance evaluation workflow,analyzes the management status and objective problems,mainly included in the unit staff budget performance management cognition does not reach the designated position,lack of refinement,project budget execution performance consciousness is not strong,the evaluation system is not perfect,performance evaluation results feedback application poor five problems.To analyze the causes,think N customs internal operation mechanism is imperfect,the project budget performance management work strength,performance evaluation index setting and evaluation work is not reasonable and internal control and external supervision is not reach the designated position.Put forward the need to strengthen the understanding of performance management,improve the project budget performance management mechanism,combined with the present situation of unit formulate perfect project performance evaluation system,improve the application of evaluation results and constraint management within the unit,strengthen performance supervision accountability and appraisal work,strengthen budget performance management information and management team construction and effective countermeasures.The purpose is to better promote the standardized development of project budget performance management,so that the customs department can better serve the society.
